Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.

Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the Criminal Code of 1961. Provides that the offense of obstructing justice also includes destroying, altering, concealing, disguising, or otherwise tampering with evidence collected for DNA fingerprinting analysis. Provides that the offense is a Class 3 felony. Amends the Code of Criminal Procedure of 1963 and the Unified Code of Corrections. Provides that every person arrested for committing a felony shall have a sample of his or her saliva or tissue taken for DNA fingerprinting analysis, at the time of booking, for the purpose of determining identity and for certain other specified purposes. Provides that subject to appropriation, the Department of State Police shall implement this provision. Provides that this provision becomes operative no later than the earliest of the following: (1) two years after the effective date of this amendatory Act; (2) the date on which the Department of State Police informs law enforcement agencies that the Department is ready to collect samples; or (3) January 1, 2011. Provides that in the amendatory changes to the Unified Code of Corrections, intentionally using genetic marker grouping analysis information derived from a DNA sample beyond authorized uses is a Class 3 rather than a Class 4 felony. Effective immediately.

Amends the Residential Real Property Disclosure Act. Provides that prior to the sale of a residential property, the seller must have the property tested for radon and radon progeny by a licensed radon contractor and furnish a prospective buyer with the test results. Provides that if the test reveals that radon is present at a level in excess of 4.0 (pCi/L) pico curies per liter of air in the indoor atmosphere of the residential real property, the seller must mitigate, repair, or alter the premises to reduce the radon level to below 4.0 (pCi/L) or give the prospective buyer notice of the right to terminate the sale agreement without loss of any earnest money or down payment.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning annexation of unincorporated territory.
Amends the Comprehensive Health Insurance Plan Act. Adds a provision requiring that the Plan provide coverage for mammograms and prosthetic devices or reconstructive surgery incident to a mastectomy, Pap tests, prostate-specific antigen tests, colorectal cancer examination and screening, and contraceptives as required under certain Sections of the Illinois Insurance Code. Provides that any expense or charge for routine physical examinations or tests related to certain covered benefits are not excluded from coverage under the Plan. Deletes a provision excluding any expense or charge for oral contraceptives used for birth control or any other temporary birth control measures from coverage under the Plan.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
