UTILITIES-RECIPROCITY

Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Deletes a provision that requires that, in order to grant a certificate of service authority, the Illinois Commerce Commission must find that an applicant, its corporate affiliates, or its principal source of electricity provides delivery services to the electric utility or utilities in whose service area or areas the transmission or distribution of electricity to end users will be offered that are reasonably comparable to those offered by the electric utility. Effective immediately.

CRIM PRO-DNA ANALYSIS

Amends the Code of Criminal Procedure of 1963 and the Unified Code of Corrections. Provides that every person arrested for committing a felony shall have a sample of his or her saliva or tissue taken for DNA fingerprinting analysis, at the time of booking, for the purpose of determining identity and for certain other specified purposes. Provides that subject to appropriation, the Department of State Police shall implement this provision. Provides that this provision becomes operative no later than the earliest of the following: (1) two years after the effective date of this amendatory Act; (2) the date on which the Department of State Police informs law enforcement agencies that the Department is ready to collect samples; or (3) January 1, 2010. Effective immediately.

PENSION-CONTINUING APPROPS

Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011.
