COMMUNITY DEVELOPMENT CORP

Creates the Community Investment Corporation Development Act. Creates the Community Investment Corporation Development Commission within the Department of Commerce and Economic Opportunity. Sets forth procedures for appointments to the Commission and sets forth procedures for its operation. Requires the Department of Commerce and Economic Opportunity to develop and maintain a program to make grants to communities seeking to establish community investment corporations. Requires the Commission to seek out funding sources to enhance the development of community investment corporations. Amends the State Finance Act to create the Community Investment Corporation Fund.

PROP TAX-CERT OF ERROR

Amends the Property Tax Code. In counties of less than 3,000,000, provides that if an owner fails to file an application for any homestead exemption (instead of only the senior assessment freeze), a certificate of error may be issued. Effective immediately.

ENERGY INFRSTR-JOBS PERMITTING

Amends the Public Utilities Act. Provides that the rules of the Illinois Commerce Commission may include specific options for expediting the issuance of those permits and licenses that are necessary for the construction of energy infrastructure, where such construction is subject to the Commission's jurisdiction. Provides that the rules may provide that in the event that an applicant elects to use an option provided for in the rules that (i) the applicant must request the use of the expedited process at the time of filing its application for a license or permit with the Commission; (ii) the Commission may engage the experts and procure those additional resources that are reasonably necessary for implementing the expedited process; and (iii) the applicant must bear any additional costs incurred by the Commission as a result of the applicant's use of the expedited process. Provides that a common carrier by pipeline that requests and receives a certificate of good standing that is related to the proposed construction of a pipeline or other facility under specified provisions may enter upon, take, or damage private property in the manner provided for by the law of eminent domain. Changes provisions that provide that in its determination of public convenience and necessity for a proposed pipeline or facility designed or intended to transport crude oil, gas, or ethanol and any alternate locations for such proposed pipeline or facility, the Commission shall consider, but not be limited to, specified factors. Amends the Eminent Domain Act to include provisions from the Public Utilities Act in provisions concerning the express grants of the power to acquire property by condemnation or eminent domain. Effective July 1, 2010.

DHS-GRANTS-HUNGER RELIEF

Amends the Department of Public Aid Law of the Civil Administrative Code of Illinois and the State Finance Act. Creates the Hunger Relief Fund as a special fund in the State treasury. Provides that, from appropriations to the Department of Healthcare and Family Services from the Fund, the Department shall make grants to members of the Illinois Food Bank Association for the purpose of making capital improvements, purchasing food, or acquiring other assets. Effective immediately.

$COAL DEV-ENERGY CONSERVATION

Appropriates $15 million, or so much thereof as may be necessary, from the Coal Development Bond Fund to the Department of Commerce and Economic Opportunity for development costs associated with the Illinois Coal Resurgence Program. Effective July 1, 2009.

HIGHER ED-VET GRANTS-TRANSFER

Amends the Higher Education Student Assistance Act. With respect to Veteran grants, provides that a person who otherwise qualifies for a grant and who elects not to utilize the Illinois Veteran Grant program or any federal program that provides tuition payments or assistance to veterans may relinquish his or her entitlement to the grant and instead transfer that entitlement to his or her natural child, legally adopted child, or step-child.

COM COL-SUBMIT ELECTRONIC BIDS

Amends the Public Community College Act. Provides that electronic bid submissions shall be considered a sealed document for competitive bid requests if they are received at the designated office by the time and date set for receipt for bids. Requires electronic bid submissions to be authorized by specific language in the bid documents in order to be considered and to be opened in accordance with electronic security measures in effect at the community college at the time of opening. Provides that unless the electronic submission procedures provide for a secure receipt, the vendor assumes the risk of premature disclosure due to submission in an unsealed form. Effective immediately.
