Creates the Illinois Energy to Jobs Act. Creates the Carbon Capture and Sequestration Legislation Commission to make a report to the General Assembly by December 31, 2010 concerning specified legislation. Amends the Illinois Power Agency Act to make changes concerning the Resource Development Bureau. Amends the Illinois Power Agency Act to allow the Agency to acquire by eminent domain permanent easements for the distribution, transportation, and storage of CO2. Allows the Agency to lease those easements to energy facilities. Amends the Illinois Power Agency Act and Public Utilities Act to make changes concerning the prudency of supply contracts. Amends the State Fire Marshal Act, the Environmental Protection Act, the Illinois Power Agency Act, and the Public Utilities Act to provide that there shall be processes for expediting the issuance of permits and licenses for projects at energy facilities. Deletes language concerning a moratorium on the construction of nuclear power plants. Amends the Illinois Income Tax Act. Creates a credit equal to 10% of the amount spent during the taxable year on equipment purchased for use at an energy facility. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Restores specified tax exemptions beginning on the effective date of the amendatory Act. Amends (1) the Department of Commerce and Economic Opportunity Law concerning financial assistance, and (2) the Illinois Enterprise Free Zone Act concerning high impact businesses. Amends the Property Tax Code to add a provision concerning real property taxes at energy facilities. Amends the Eminent Domain Act to make conforming changes. Makes other changes. Contains a nonacceleration clause. Contains a severability clause. Effective July 1, 2009.

Amends the Illinois Public Aid Code. In regards to medical assistance for institutionalized persons, requires the Department of Healthcare and Family Services to notify the applicant or recipient, or the spouse of the applicant or recipient, or a person for whom the applicant or recipient is the primary caretaker, of his or her obligation to make application for benefits within 7 days of the applicant or recipient entering an institution and that this requirement may be satisfied by providing the facility with the necessary documentation required to prove eligibility as part of seeking the institution's assistance in making application.
Appropriates $2,000,000 from the General Revenue Fund to the Department of Healthcare and Family Services for the purpose of awarding grants to develop local health department dental clinics. Effective July 1, 2009.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Resolves that enhanced federal matching funds must first be used to pay past-due Medicaid bills to providers whose payment cycles must be at 30 days prior to June 1, 2009 for the State to continue to receive the enhanced federal matching funds and that the State direct all other necessary resources to paying such past-due Medicaid bills.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning Disabled Veterans' Plates.
Amends the Illinois Insurance Code. Provides that no company writing medical liability insurance in the State shall be required to offer any insured the option to make quarterly premium payments on annual premiums of less than $1,200. Amends the Medical Practice Act of 1987. Repeals a provision that allows for the practice of medicine by a person who is licensed to practice medicine in all of its branches in any other state of the United States or the District of Columbia, who has applied in writing to the Department, in form and substance satisfactory to the Department of Financial and Professional Regulation, for a license to practice under the Act, and has complied with all of the provisions required for licensure except for the passing of an examination, until certain specified events occur. Amends the Code of Civil Procedure. Repeals provisions that set out the requirements for a claim that seeks damages for bodily injuries or death by reason of medical, hospital, or other healing art malpractice and is based upon apparent or ostensible agency. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the short title.
Amends the Environmental Protection Act. Requires the Illinois Environmental Protection Agency, without public notice, to provide permit applicants with an opportunity to review and comment on draft permits. Authorizes the Agency, without public notice, to modify draft permits. Requires the Agency, to the maximum extent possible, to issue general (rather than site-specific) air permits. Requires the Agency to expedite NPDES permit renewals if certain requirements are met. Authorizes the Illinois Pollution Control Board to adopt rules providing for the issuance of air permits by rule, if it deems that a class of facilities or equipment does not "make a significant contribution of air contaminants to the atmosphere". Requires the Agency to issue permits to the owners or operators of facilities or equipment meeting the requirements of the rules adopted by the Board. Requires the Agency to create common company identification numbers to be used agency-wide to refer to companies that do business in the State. Requires the Agency to create a permit streamlining unit.
Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning official Acts of the Authority, meetings of the Authority and the Advisory Councils, and audits by the Auditor General.
