Amends the Illinois Insurance Code. Sets forth a provision concerning electronic notices and documents. Provides that subject to certain provisions, any notice to a party or any other document required under applicable law in an insurance transaction or that is to serve as evidence of insurance coverage may be delivered, stored, and presented by electronic means. Provides that an insurer may deliver by electronic means standard property and casualty policy documents and endorsements that do not contain personally identifiable information without the affirmative consent of a party so long as the insurer complies with certain conditions. Provides that delivery of a notice or document in accordance with the provision concerning electronic notices and documents shall be considered equivalent to any delivery method required under applicable law. Sets forth provisions concerning consent, validity, verification, and applicability.
Amends the Illinois Insurance Code. Provides that, with respect to long-term care insurance coverage, no policy or certificate, or modification thereof, shall be issued or delivered to any person in this State until the classification of risks and the premium rates pertaining thereto have been approved by the Director of Insurance and that any subsequent addition to or change in premium rates shall also be subject to the Director's approval. Sets forth provisions concerning the standards for approval, determinations by the Director, and public hearings. Provides that, with respect to long-term care insurance, a filing of premium rates shall not be considered complete unless it contains all information necessary to justify the premium rate and such other information as the Director may require to determine the rate's compliance with the provision concerning long-term care insurance rates and prior approval. Sets forth additional requirements for rate filings. Effective immediately.
Amends the Illinois Insurance Code. Provides that policies and endorsements used by a company for transacting casualty and fidelity and surety insurance and fire and marine insurance that do not contain personally identifiable information may be mailed, issued, delivered, or posted on the insurer's Internet web site. Provides that if the insurer elects to post the insurance policies and endorsements on its Internet web site in lieu of mailing, issuing, or delivering them to the insured, then the insurer must comply with certain conditions.
Amends the Illinois Architecture Practice Act of 1989. Makes a technical change in a Section concerning certifying a record.
Creates the Not-for-Profit Gaming Act. Contains only a short title provision.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning licensure without examination.
Amends the Flood Prevention District Act. Provides that 1% (instead of 2%) of the proceeds collected from flood prevention retailers' and service occupation taxes shall be deposited into the Tax Compliance and Administration Fund. Effective July 1, 2014.
Amends the Illinois Act on the Aging. Makes a technical change in a Section concerning the purposes of the Act.
Amends the Methamphetamine Precursor Tracking Act. Defines "qualified outside entity" to include in addition to a law enforcement agency or prosecutor's office with authority to identify, investigate, or prosecute violations of the Act or any other State or federal law or rule involving a methamphetamine precursor, methamphetamine, or any other controlled substance: (1) any probation and court services department authorized by the Probation and Probation Officers Act; (2) the Department of Corrections; (3) the Department of Juvenile Justice; (4) the U.S. Probation and Pretrial Services System; and (5) the U.S. Parole Commission. Effective immediately.
