Amends the Unified Code of Corrections concerning the sentence for first degree murder. Provides that if the defendant had not attained the age of 18 at the time of the commission of the murder, but is found guilty of first degree murder and certain aggravating factors are present, the court shall sentence the defendant to a term of imprisonment of not less than 60 years and not more than 100 years, or to a term of natural life imprisonment. Eliminates provision that requires the court to sentence a defendant to a term of natural life imprisonment if the defendant is a person who, at the time of the commission of the murder, had attained the age of 17 or more and is found guilty of murdering an individual under 12 years of age. Eliminates provision that requires the court to sentence a defendant to a term of natural life imprisonment if the defendant is a person who, at the time of the commission of the murder, had not attained the age of 17, and is found guilty of murdering a person under 12 years of age and the murder is committed during the course of aggravated criminal sexual assault, criminal sexual assault, or aggravated kidnaping.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning prisoner records maintained by the Department of Corrections.
Amends the Criminal Code of 2012. Provides that the unlawful use of weapons violation prohibiting a person from selling, manufacturing, purchasing, possessing, or carrying a rifle having one or more barrels less than 16 inches in length does not apply to a rifle with a barrel or barrels less than 16 inches in length if the overall length of the weapon as modified is less than 26 inches and the person selling, manufacturing, purchasing, or possessing such a rifle has been issued a Dealer in Firearms Other Than Destructive Devices license or a Manufacturer of Firearms Other Than Destructive Devices license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives. Effective immediately.
Amends the State's Attorneys Appellate Prosecutor's Act. Provides that nothing in the provision requiring an investigator or other employee of the Office of the State's Attorneys Appellate Prosecutor who exercises powers of a peace officer to have a distinct badge prohibits the Director of the Office from issuing a shield or other distinctive identification to an employee not exercising the powers of a peace officer if the Director determines that a shield or distinctive identification is needed by the employee to carry out his or her responsibilities. Effective immediately.
Amends the Business Corporation Act of 1983. Provides that upon a corporate dissolution any policy of liability insurance covering acts and omissions of the dissolved corporation committed during the corporation's existence shall be held in trust for the benefit of any injured party. Provides that any policy shall be held in trust for as long as there is unexhausted coverage applicable to acts or omissions of the corporation. Modifies the time within which an action may be brought when unexhausted liability coverage is in effect. Effective immediately.
Amends the Collection Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 2012. Provides that it is unlawful for any person to possess a suppressor for any firearm that has had its serial number removed or altered. Provides that a violation is a Class 3 felony. Effective immediately.
Amends the Illinois Insurance Code to provide that a public adjuster may not charge, agree to, or accept any compensation, payment, commissions, fee, or other valuable consideration in excess of 10% of the amount of the insurance settlement claim paid by the insurer.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
