Proposes to amend the Revenue Article of the Illinois Constitution. Provides that revenue derived from taxes, fees, or bond proceeds relating to: registration, title, or operation of a vehicle; a public highway, road, street, or bridge; mass transit system, intercity passenger rail system, port, airport, or any other transportation infrastructure or operation; and fuel used for propelling vehicles, shall be expended only on the costs of administering laws, statutory refunds, and adjustments relating to vehicles and transportation, payment of highway obligations, matching federal aid highway funds, expense of grade separations at public highways and railroad crossings, and the costs of construction and maintenance of public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, and other forms of transportation. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
Designates the portion of Illinois Route 143 from the Phoebe Goldberg Overpass to Sixth Street as the "Lance Cpl. Chris Totora Memorial Highway". Designates the portion of Illinois Route 143 from Sixth Street to East Edwardsville Road as the "USMC Lance Cpl. Richard Bennett Memorial Highway". Designates the portion of Illinois Route 143 from East Edwardsville Road to the I-255 overpass as the "PFC Jim Stassi Memorial Highway".
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning property and casualty insurers.
Amends the Insurance Code. Provides that policies issued to an exempt commercial purchaser (rather than an industrial insured), except for workers' compensation policies, are not subject to certain provisions concerning the filing of policy forms with the Director of Insurance. Effective immediately.
Amends the Managed Care Reform and Patient Rights Act. Provides that no health care plan or its subcontractors may by contract, written policy, procedure, or otherwise (1) mandate or require an optometrist licensed under the Illinois Optometric Practice Act of 1987 to meet requirements not required of other eye care providers as a condition for participation in the health care plan or (2) reimburse the optometrist at a rate lower than other licensed providers based on class of licensure for equal services provided by the optometrist under the plan. Provides that all health care plans shall upon enrollment or renewal inform the plan participant that he or she has a right to choose an optometrist as his or her medical eye care provider.
Amends the Wildlife Code. Makes a technical change in a Section concerning deer hunting.
Amends the Illinois Athletic Trainers Practice Act. Changes the definition of "licensed athletic trainer" to someone who, upon the direction of, on the prescription of, or in collaboration with a physician, provides therapeutic intervention and rehabilitation of injuries and medical conditions incurred by individuals as prescribed by the Board of Athletic Trainers and for which the athletic trainer has received appropriate education and training. Replaces specific duties of an athletic trainer with language allowing him or her to utilize emergency care and physical medicine and rehabilitation techniques as related to prevention, emergency care, clinical diagnosis, therapeutic intervention, rehabilitation, and reconditioning. Defines "referral" to mean the guidance and direction given by the physician, who shall maintain supervision of the individual (rather than the athlete). Defines "physician" as a physician licensed under the Medical Practice Act to practice medicine in all of its branches or a chiropractic physician. Removes specific titles and letters an individual can only use when licensed as an athletic trainer under the Act. Provides that abandonment of an individual (rather than an athlete) is grounds for discipline.
