Amends the Wildlife Code. Provides that the Department of Natural Resources shall authorize by rule the use of a rifle for deer hunting for the second and third deer hunting seasons. Provides that the rules shall only authorize the use of .24 caliber or larger cartridges with at least 500 foot pounds of energy at the muzzle and shall prohibit the use of any rifle capable of holding more than 5 shells in the magazine and chamber, combined.
Creates the 24-7 Sobriety Pilot Program Act. Creates within the Office of the Secretary of State the 24-7 Sobriety Pilot Program. Provides that the purpose of the Program is to reduce the number of second or subsequent violations of driving under the influence under the Illinois Vehicle Code, or other provisions of the Code involving alcohol or controlled substances and the operation of a motor vehicle. Provides that the Program shall provide alternatives to incarceration, including, but not limited to, sobriety testing twice per day, 7 days per week, or continuous monitoring. Provides that the Program shall begin on January 1, 2017, and end on December 31, 2018. Creates the 24-7 Sobriety Pilot Program Fund as a special fund in the State treasury. Provides that the Act is repealed on July 1, 2019. Amends the State Finance Act to make conforming changes. Effective immediately.
Amends the Freedom of Information Act. Provides that no provision of the Act shall be construed to afford any rights to any person: (i) incarcerated in a State, local, or federal correctional facility; or (ii) in the custody of the Department of Human Services as unfit to stand trial or under the Sexually Violent Persons Commitment Act. Provides that the new provisions shall not be construed to prevent a person from exercising his or her constitutionally-protected rights. Exempts from disclosure under the Act records requested by persons committed to a county jail if those materials are available in the library of the jail. Exempts from inspection and copying information or materials received, generated, or maintained by a State's Attorney or county sheriff as part of the criminal discovery process that the disclosure of which would violate the Supreme Court Rule concerning the disclosure of discovery materials in felony cases. Provides that the exemption applies regardless of whether the case has concluded. Effective immediately.
Amends the Attorney General Act. Makes a technical change in the Section concerning the short title of the Act.
Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Includes in the findings Section of the Act that one of the purposes of the Act is to protect patients with debilitating medical conditions, as well as their physicians and providers, from denial or revocation of a Firearm Owner's Identification Card or concealed carry license. Amends the Firearm Owners Identification Card Act. Provides that the definition of "addicted to narcotics" does not include possession or use of recommended cannabis under the Compassionate Use of Medical Cannabis Pilot Program Act under the direction and authority of a physician or other person authorized to prescribe or recommend cannabis under that Act if used in the recommended manner. Provides that the Department of State Police may not deny an application for or revoke a Firearm Owner's Identification Card of a person who is a registered qualifying patient or registered designated caregiver under the Compassionate Use of Medical Cannabis Pilot Program Act. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person shall not drive or be in actual physical control of any vehicle within this State while there is any amount of a drug, substance, or compound in the person's breath, blood, or urine resulting from the use or consumption of a controlled substance listed in the Illinois Controlled Substances Act in excess of the prescribed amount in the person's prescription for the controlled substance.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning refusal of services and informing of risks.
Amends the Real Estate License Act of 2000. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Replaces provisions relating to conversion of a mutual property and casualty insurance company to a stock insurance company. Includes provisions governing: the adoption of a plan of conversion; requirements, options, and alternatives of a plan of conversion; rights of members whose policies precede the conversion; conflicts of interest; rules; notice requirements; and limitation on actions. Effective January 1, 2017.
