Amends the Emergency Telephone System Act. Provides that all 9-1-1 system providers must comply with specified requirements in the Public Utilities Act. Amends the Public Utilities Act. Provides that, beginning July 1, 2009, it shall be unlawful for any 9-1-1 system provider to offer or provide or seek to offer or provide to any emergency telephone system board or 9-1-1 system, or agent, representative, or designee thereof, any network or database service used or intended to be used by any emergency telephone system board or 9-1-1 system for the purpose of answering, transferring, or relaying requests for emergency services, or dispatching public safety agency personnel in response to requests for emergency services, unless the 9-1-1 system provider has applied for and received a Certificate of 9-1-1 System Provider Authority from the Illinois Commerce Commission. Provides that no incumbent local exchange carrier that provides, as of the effective date of the amendatory Act, any 9-1-1 network or 9-1-1 database service used or intended to be used by any Emergency Telephone System Board or 9-1-1 system, shall be required to obtain a Certificate of 9-1-1 System Provider Authority under specified provisions. Provides that any and all enforcement authority granted to the Commission under specified provisions over any Certificate of Service Authority shall apply equally and without limitation to a Certificate of 9-1-1 System Provider Authority. Provides that the Commission is authorized to promulgate any rules it deems necessary to implement specified requirements. Effective immediately.

Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Counties Code. Provides that the county board of Madison County may require the registration of electrical contractors and may impose an annual registration fee of $25 on each registered contractor. Effective immediately.
Amends the Environmental Protection Act. Imposes an initial NPDES discharge fee of $750 for construction site storm water. Makes changes concerning the requirements for the payment of additional annual fees. Effective immediately.
Amends the Illinois Insurance Code. Provides that insurers providing liability coverage on an excess or umbrella basis or a commercial general liability policy that includes a hired or non-owned motor vehicle liability endorsement are neither required to provide, nor are they prohibited from offering or making available coverages conforming to the Code on a supplemental basis. Removes a reference to coverage on a supplemental basis. Effective immediately.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires that the Governor's submitted budget include information concerning the amount and description of overdue bills and invoices under the State Prompt Payment Act. Amends the Prompt Payment Act. Accelerates the payment period from 60 days after the bill is submitted to 30 days after the bill is submitted. Increases the interest penalty from 1% to 1.5% if the payment is not made within 60 days after the bill is submitted. Effective immediately.
