Amends the Municipal Code. Provides that, whenever a partial census is conducted by a municipality, the Secretary of State shall certify the number of inhabitants of the municipality as the number of inhabitants reflected by the last complete municipal census adjusted by the net increase or decrease reflected by the partial census. Effective immediately.
Appropriates $551,239 from the FY09 Budget Relief Fund to the Department of Revenue for the payment of the State's share of State's Attorneys and Assistant States Attorneys salaries, including prior year costs. Effective immediately.
Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the date after which the Department of Financial and Professional Regulation will not issue any new cosmetology clinic teacher, esthetic clinic teacher, or nail technology clinic teacher licenses from January 1, 2009 to January 1, 2011. Allows for the renewal and restoration of these clinic teacher licenses initially issued before January 1, 2011 (instead of January 1, 2009).
Appropriates $433,825 from the FY09 Budget Relief Fund for the ordinary and contingent expenses of the Office of the States Attorneys Appellate Prosecutor. Appropriates $1,000,000 from the Capital Litigation Trust Fund to the State Treasurer for expenses incurred by States Attorneys other than Cook County. Effective immediately.
