Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. In provisions exempting farm machinery and equipment, provides that "farm machinery and equipment" includes drainage, irrigation, and sub-irrigation systems, which include, without limitation, sub-irrigation tiling. Effective immediately.

Amends the Good Samaritan Act. Provides that a person who has completed training in basic emergency care of a person in cardiac arrest (at present, training conducted in accordance with the American Heart Association standards) in the use of an automatic external defibrillator who acts in good faith, not for compensation, in rendering emergency care is not liable for acts or omissions in using the defibrillator in accordance with the training, except for willful and wanton misconduct. Effective immediately.
Amends the Property Tax Code. Ends the current exemption for disabled veterans with the 2007 tax year. Provides that, beginning with the 2008 tax year, the total value of property that is owned and used as a homestead by (i) a disabled veteran (or his or her spouse), (ii) a veteran confined to a wheelchair (or his or her spouse), or (iii) the surviving spouse of a veteran who died from service-connected causes while on active duty is exempt from taxation. Sets forth requirements for the exemptions. Provides that a surviving spouse may transfer the exemption to homestead property acquired after the veteran's death. Requires an annual application for the exemptions. Effective immediately.
Amends the Code of Criminal Procedure of 1963, if and only if the provisions of House Bill 5121 of the 95th General Assembly become law in the form it passed the House of Representatives. Provides that in a domestic violence case upon the request of the petitioner, the clerk shall send a certified copy of the order to each specified health care facility or health care provider requested by the petitioner. Provides that the health care provider may place the order in the child's records or use another method to identify these records. Provides that no health care provider who receives an order prohibiting a respondent's access to the records of any child who is protected by the order shall allow a respondent access to the records unless the order has expired or the respondent shows a certified copy of an order vacating the other order. Provides that nothing shall be construed to require altered billing procedures. Provides that any person or facility that is licensed to administer health care shall not be civilly liable for any act or omission for complying with these provisions. Amends the Illinois Marriage and Dissolution of Marriage Act, if and only if the provisions of House Bill 5121 of the 95th General Assembly become law in the form it passed the House of Representatives, by making a conforming change.
For Fiscal Year 2008, reappropriates $150,000,000 to the Capital Development Board for school construction grants pursuant to the School Construction Law. Effective immediately.
Creates the Clean-Coal Project Indemnification Act. Requires the Attorney General to appear and defend an operator of a clean-coal project in civil proceedings commenced against the operator arising from the escape or migration of injected carbon dioxide. Sets forth requirements and procedures for the representation. Requires the State to indemnify the operator unless the conduct or inaction that gave rise to the claim or cause of action was intentional, wilful, or wanton misconduct. Effective immediately.
Amends the State Finance Act. Requires that each July 31 the Governor must report to the General Assembly and the public upon the fiscal impact of all executive orders issued or signed during the previous fiscal year. Specifies the items that must be included for each executive order to reflect the cost of implementing, administering, and enforcing the order and the percentage of those costs borne by current and future appropriations. Effective immediately.
Amends the Private Sewage Disposal Licensing Act. Defines "off-lot discharging private sewage disposal system". Provides that every owner of an off-lot discharging private sewage disposal system must file a "Notice of Intent" with the Department of Public Health to allow coverage of the system under the blanket National Pollutant Discharge Elimination System (NPDES) permit of the State. Effective immediately.
Amends the Illinois Vehicle Code. In a Section concerning the commercial distribution fee, provides that, beginning January 1, 2008 and through December 31, 2012, for each registration year, the owner of a vehicle for which biodiesel has been purchased during the previous registration year is entitled to a reduction of the fee for that vehicle. Sets forth the amount of the reduction based upon the amount of biodiesel purchased. Makes technical changes. Effective immediately.
Amends the Juvenile Court Act of 1987 and the Unified Code of Corrections. Provides that persons under 18 years of age (rather than under 17 years of age) who commit offenses are subject to the proceedings under the Juvenile Court Act of 1987 for delinquent minors. Effective January 1, 2010.
