INC TAX-CREDITS

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.

SCH CD-CHARTER SCH LIMIT-CHI

Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.

AGRICULTURAL FAIR ACT-FUNDING

Amends the State Finance Act. In fiscal year 2014 and in each fiscal year thereafter, requires the transfer from the General Revenue Fund to the Agricultural Premium Fund and the Fair and Exposition Fund of amounts equal to 100% of the total statutory payments required from those special funds for that fiscal year to county fairs and fair and exposition authorities under the Agricultural Fair Act. In each of the fiscal years 2009 through 2013, requires transfer of an amount equal to a lower, specified percentage of those total statutory payments. Provides that the required transfer amounts are the maximum amounts to be transferred in each fiscal year, notwithstanding any other law to the contrary. Amends the Agricultural Fair Act. With respect to the distribution formula for premiums to county fairs, uses either of the 2 previous fiscal years (now, either fiscal year 1984 or 1985).

VEH CD-LIC PLATE-COUNTY STICKR

Amends the Illinois Vehicle Code. Provides that, beginning with the first general replacement of multi-year registration plates that occurs after the effective date of the amendatory Act, all registration plates shall be designed with a space for a sticker or device on the rear registration plate that specifies the name of the county of residence of the registrant, and that the sticker or device shall be issued at the time of issuance of the registration plates and shall be displayed on the rear registration plate in a manner to be determined by the Secretary.

HUNTING PINS-CHARGE

Amends the Wildlife Code. Provides that the Department of Natural Resources may issue hunting pins to any holder of a hunting permit that is able to prove a lawful and successful hunt under the Code. Provides that the Department has the authority to promulgate rules pertaining to the charges (at least $5 per pin) and procedure required for receiving a pin. Creates the DNR Technology Fund as a special fund in the State treasury for use by the Department to purchase computers, radios, and other equipment to aide the Department in conservation programs. Effective immediately.

WILDLIFE FUNDS-HABITAT STAMP

Amends the Wildlife Code. Increases the minimum deposits into the State Pheasant Fund per license accounting period to $1,000,000 (now $500,000). Increases the minimum deposits into the State Furbearer Fund per license accounting period to $200,000 (now $100,000). Increases the fee for a State Habitat Stamp to $10 (now $5). Effective July 1, 2007.

HUNTING-ACTIVE DUTY MILITARY

Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.

GA CAMPAIGN EXPENDITURE LIMITS

Amends the Election Code. Limits the campaign expenditures of a candidate for State Senator or State Representative to $50,000 and $25,000, respectively. Applies the limit separately to the period before the general primary and the period between the primary and the general election.

INC TX-ORGAN DONATION CREDIT

Amends the Illinois Income Tax Act. For taxable years ending on or after December 31, 2007, allows a deduction of up to $10,000 if the taxpayer, while living, donates one or more of his or her human organs to another human being for human organ transplantation. Provides that the deduction may be claimed only once and for only unreimbursed travel and lodging expenses and lost wages incurred by the claimant and related to the claimant's organ donation. Effective immediately.
