Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability.
Amends the Adoption Act. Makes a technical change in a Section concerning who may adopt a child.
Amends the Wildlife Code. Provides that the Illinois Conservation Foundation shall invest the moneys of the State Pheasant Fund (now the Department of Natural Resources administers the Fund). Effective July 1, 2007.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.
Amends the State Finance Act, the Illinois Income Tax Act, and the Property Tax Code. In the Property Tax Code, creates the standard homestead exemption in an amount equal to $150,000 and repeals Sections concerning various other homestead exemptions. In the Illinois Income Tax Act, increases the rate of tax on individuals and on trusts and estates from 3% to 5.7% and requires that the additional revenue generated from the increased rate must be deposited into the Homestead Property Tax Replacement Fund. Creates that Fund in the State Finance Act and requires that, from the moneys in that Fund, the Department of Revenue must make grants to taxing districts in the State in the amount of any decreased property tax revenue due to the implementation of the standard homestead exemption. Amends the State Mandates Act to require implementation without reimbursement. Makes various corresponding changes. Effective immediately, except that certain provisions concerning the repeal of homestead exemptions take effect January 1, 2009.
Amends the Township Code. Provides that, if a city that is coterminous with a township votes to annex territory in an adjacent township and a disconnection referendum is submitted to the voters of the adjacent township, the territory shall be disconnected if a majority of the voters in the adjacent township and in the area affected by the disconnection (now, a majority of voters in the adjacent township) vote for disconnection. Effective immediately.
Amends the Illinois Income Tax Act. For taxable years ending on or after December 31, 2008, allows a deduction of up to $10,000 if the taxpayer, while living, donates one or more of his or her human organs to another human being for human organ transplantation. Provides that the deduction may be claimed only once and for only unreimbursed travel and lodging expenses and lost wages incurred by the claimant and related to the claimant's organ donation. Effective immediately.
Amends the Wildlife Code. Provides that the Department of Natural Resources may issue hunting pins to any holder of a hunting permit that is able to prove a lawful and successful hunt under the Code. Provides that the Department has the authority to promulgate rules pertaining to the charges (at least $5 per pin) and procedure required for receiving a pin. Creates the DNR Technology Fund as a special fund in the State treasury for use by the Department to purchase computers, radios, and other equipment to aide the Department in conservation programs. Effective immediately.
