Amends the Illinois Lottery Law to ban persons under 21 years of age from purchasing lottery tickets. Amends the Illinois Horse Racing Act of 1975 to ban persons under 21 years of age from being patrons of the pari-mutuel system of wagering. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act. Limits the loaning of cash to any person and the accepting of post-dated checks at gambling facilities. Provides that a violation is a Class C misdemeanor. Provides that a riverboat owners licensee may not conduct gambling between the hours of 3:00 A.M. and 5:00 A.M. Effective immediately.

Amends the Election Code, the Illinois Horse Racing Act of 1975, and the Riverboat Gambling Act. Prohibits a candidate, political committee, or public official from accepting anything of value from a licensee or applicant for licensure under the Illinois Horse Racing Act of 1975 or the Riverboat Gambling Act. Provides that an initial violation is a Class A misdemeanor and a subsequent violation is a Class 4 felony. Prohibits certain persons licensed under the Illinois Horse Racing Act of 1975 or the Riverboat Gambling Act from making certain political contributions. Provides that an initial violation is a Class A misdemeanor and a subsequent violation is a Class 4 felony.
Amends the Organ Donation Request Act. Provides that if a person authorized under the Act to consent to the donation of a decedent's organs is not immediately available for an organ procurement agency to make a request for such consent, the hospital may use organ preservation equipment and techniques to maintain the viability of the decedent's organs. Provides that neither a decedent's estate nor a relative or guardian of a decedent may be required to pay for any costs associated with organ preservation. Provides that a hospital that initiates organ preservation measures must bear all costs associated with the organ preservation if (i) the recipient of the preserved organ is indigent, (ii) a person authorized to consent to the donation of the decedent's organs cannot be located within a reasonable time, or (iii) a person authorized to consent does not consent.
Designates Interstate 74 as Veterans Memorial Parkway in honor of the veterans of the State of Illinois.
Amends the Early Intervention Services System Act. With respect to an individualized family service plan, provides that if the lead agency develops therapy guidelines that reflect current best practices for serving eligible children, those guidelines may not cap the frequency or intensity, or restrict the method of delivering, the services determined by the multidisciplinary team. Provides that the lead agency may not use designated experts to directly or indirectly impose such caps. Makes other changes. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. In the provisions restricting the return to employment after receiving early retirement benefits, excludes elective office. Effective immediately.
Amends the Cemetery Protection Act. Establishes guidelines for when a cemetery authority may initiate abandonment proceeding where there is no obligation to pay maintenance or care charges on the lot. Provides that within one year after adjudication of abandonment, the owner or claimant of a lot shall provide written notice to the cemetery authority of his or her claim of right for burial in the lot and shall include a correct address for future notices and the payment of a $50 reinstatement fee.
Amends the Property Tax Code. Makes a technical change in a Section concerning the creation of the Property Tax Appeal Board.
Amends the Illinois Abortion Law of 1975. Provides that before a physician performs an abortion on a woman the physician has reason to believe is carrying a fetus of 20 or more weeks gestational age, the physician shall first determine if the fetus is viable by using and exercising that degree of care, skill, and proficiency commonly exercised by the ordinary skillful, careful, and prudent physician. Provides that an abortion of a viable fetus may be performed or induced only when there is in attendance a physician (other than the physician performing or inducing the abortion) who shall take control of and provide immediate medical care for any child born as a result of the abortion. Provides that an abortion shall not be performed when the fetus is viable except in a hospital, on an inpatient basis, with measures for life support available if the child is born alive. Provides exceptions in cases of medical emergencies. Provides that violations of these provisions are punishable as a Class 3 felony.
Amends the Wholesale Drug Distribution Licensing Act. Makes technical changes to a Section concerning social security numbers on license applications.
