Amends the County Code. Re-enacts provisions relating to juvenile delinquency programs that were added by Public Act 89-203, which was held to violate the single subject rule of the Illinois Constitution in . Validates otherwise lawful actions taken in reliance on those provisions. Effective immediately.

Amends provisions of the Probate Act of 1975 concerning small estate affidavits. Provides that any action properly taken under those provisions, as amended by Public Act 93-877 (which increased the permissible maximum value of the decedent's personal estate from $50,000 to $100,000), on or after the effective date of that Public Act is valid regardless of the date of death of the decedent. Effective immediately.
Proclaims May 12, 2005, as Illinois State Geological Survey Day.
Amends the School Code. Allows for the deactivation of an elementary school facility in the same manner as the deactivation of a high school facility. Effective immediately.

Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Amends the Criminal Code of 1961 relating to the offense of computer tampering. Increases the penalties for the offense of computer tampering by accessing a computer and damaging or destroying the computer or altering, deleting, or removing a computer program or data; or by inserting or attempting to insert a program into a computer knowing or having reason to believe that the program contains information or commands that will or may damage or destroy a computer, or that will or may alter, delete, or remove a computer program or data from a computer.
Amends the Military Code of Illinois. Makes a technical change in a Section creating the Department of Military Affairs.
Creates the Crime Stoppers Program Act. Provides for the certification of Crime Stoppers Programs by the Illinois State Crime Stoppers Association. Provides that a person or agency that is not a certified Crime Stoppers program may not use the name "Crime Stoppers". Provides that the Attorney General may enforce this provision through injunctive or other appropriate relief. Amends the Code of Civil Procedure. Provides that the identity of a person who submits information of a criminal act to a Crime Stoppers program is privileged information and may not be disclosed in any judicial or administrative proceeding. Provides that telephone records of a Crime Stoppers program are privileged information and are not subject to disclosure by subpoena or other means.
Creates the Children's Mental Health Act of 2003 and amends the State Finance Act and the Illinois Public Aid Code. Requires the development of a Children's Mental Health Plan containing short-term and long-term recommendations to provide comprehensive, coordinated mental health prevention, early intervention, and treatment services for children from birth through age 18. Sets forth features that must be included in the plan. Creates the Children's Mental Health Council, composed of representatives of State government and representatives of various advocacy organizations, to submit a preliminary plan to the Governor on September 30, 2004 and a final plan on June 30, 2005. Imposes certain duties on the Office of Mental Health within the Department of Human Services, the State Board of Education, and school districts. Creates the Children's Mental Health Fund as a special fund in the State treasury, to be used for appropriations to the Department of Human Services for mental health prevention, early intervention, and treatment services for children from birth through age 18. Under the Medicaid program, requires the Department of Public Aid to provide for the screening and assessment of a child before a Medicaid-funded admission to an inpatient hospital for psychiatric services. Effective immediately.
