SCH CD-CHI-BLK GRNT-BILINGUAL

Amends the Block Grants for Chicago Article of the School Code. Removes a provision that requires the educational services block grant to include the Bilingual Program. Effective July 1, 2011.

NURSING HM-AUTHENTICATION

Amends the Nursing Home Care Act. Provides that all physician's orders and plans of treatment shall have the authentication of the physician and that "authentication" means an original written signature or an electronic signature system that allows for the verification of a signer's credentials. Provides that a stamp signature, with or without initials, is not sufficient.

PARK DESIGNATION-NATURAL AREA

Amends the State Parks Designation Act. Creates a provision designating the Harry "Babe" Woodyard State Natural Area in Vermilion County as a State natural area.

RESIDENTIAL MORTGAGE LOANS

Amends the Residential Mortgage License Act of 1987. In a provision concerning definitions, that an "exempt person or entity" shall also mean any person or entity that does not originate mortgage loans in the ordinary course of business, but makes or acquires residential mortgage loans with his or her own funds for his or her or its own investment without intent to make, acquire, or resell more than 3 residential mortgage loans in any one calendar year. Makes other changes. Effective immediately.

FOID-MUNI REG-RIFLES/SHOTGUNS

Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.
