Mourns the death of Tracy Anderson Cuevas of Rantoul.

Amends the Personnel Code. Creates the Registered Nurse Registry Pilot Program to be administered by the Department of Central Management Services. Provides that the Department shall create and maintain an in-house registry of extra help employees for certain State operated facilities to improve staffing needs and to avoid the use of mandatory overtime. Provides that the in-house registry shall meet certain requirements. Provides that a State operated facility may appoint a Registered Nurse I or Correctional Nurse I as an extra help employee if certain conditions are met. Effective January 1, 2012.

Mourns the death of Joseph T. Brown of Rantoul.

Mourns the death of Dr. John H. Hess.

Mourns the death of John Hixon of Danville, formerly of Chrisman.

Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning assistance with exports.

Amends the Illinois Professional Land Surveyor Act of 1989. Makes changes in provisions concerning the qualifications for licensure as a Professional Land Surveyor and the qualifications for examinations for Land Surveyor-in-Training.

Amends the Illinois Dental Practice Act. Provides a definition for "mobile dental van or portable dental unit". Creates a provision that requires the Department of Financial and Professional Regulation and Department of Healthcare and Family Services to establish rules for the regulation and registration of all entities or individuals who own or operate a mobile dental van or portable dental unit that provides restorative, screening, or preventative care to patients in schools and other Illinois settings. Provides that the State Board may approve other state or regional board exams if other state or regional board exams are deemed to meet the minimal requirements for licensure in Illinois. Permits the Department to accept up to 4 hours of continuing education credit hours per license renewal period for volunteers who provide clinical services at or sponsored by, a nonprofit community clinic, local or state health departments, or at a charity event sponsored by an approved dental organization. Makes other changes. Effective January 1, 2012.

Amends the State Comptroller Act, the Illinois State Collection Act of 1986, and the Illinois Income Tax Act. Provides that the Department of Revenue may enter into a reciprocal offset agreement with the Office of the State Comptroller and the Secretary of the Treasury of the United States, or his or her delegate, which provides for (i) the use of the Comptroller's offset system to offset State payments to collect federal nontax debts and for the Comptroller to charge a fee up to $25 per transaction for such offsets and (ii) offsetting federal payments, as authorized by federal law, to collect State debts, State tax, and nontax obligations. Sets forth the requirements for the agreement. Makes other changes.
