Creates the Illinois Justice Study Committee to review all non-capital wrongful conviction cases, identify the most common causes of wrongful conviction in non-capital cases, identify current law, and identify solutions.
Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall reimburse psychiatrists for mental health services they provide, as authorized by Illinois law, to recipients via telepsychiatry. Requires the Department to adopt rules establishing a method to reimburse providers for mental health services provided by telepsychiatry. Provides that the reimbursement methodology for mental health services provided by telemedicine shall be comparable to the reimbursement methodology used by the Department for other services provided by telemedicine. Effective immediately.

Urges that the recommendations of the Joint Task Force on Rural Health and Medically Underserved Areas be supported and implemented without delay.
Creates an Aboveground Storage Tank Task Force under the Office of the State Fire Marshal for the purpose of examining the practicality, feasibility, and impact of allowing aboveground storage tanks for the retail sale of E85 blended fuel in Illinois.
Urges the State Board of Education to develop a curriculum for implementing shaken baby syndrome prevention and awareness programs for junior high and high school students.
Amends the Wildlife Code. Provides that it is unlawful for any person to discharge any firearm in the general direction of an inhabited dwelling for the purpose of taking any of the species protected by the Wildlife Code. Removes a prohibition against hunting with a gun or dog within 300 yards of an inhabited dwelling without first obtaining permission from the owner or tenant, with certain exceptions. Effective immediately.
Creates the Children and Family Services Citizens' Review Board Act. Creates the Children and Family Services Citizens' Review Board for the purpose of reviewing the delivery of Department services and to investigate incidents and complaints related to the Department of Children and Family Services. Sets forth procedures for the membership and operation of the Board. Sets forth the powers and duties of the Board concerning its investigations. Requires confidentiality of certain records of the Board. Requires the Board to submit an annual report to the General Assembly, Governor, and Attorney General concerning its investigations. Amends the Public Meetings Act and the Freedom of Information Act to provide that the Board is not a "public body" with respect to those Acts.
Amends the Good Samaritan Act. Provides that any person, including a health care practitioner, who in good faith provides services as a disaster relief volunteer shall not be liable to any person to whom disaster relief services were rendered for any acts or omissions, except willful and wanton misconduct in providing disaster relief services. Defines disaster relief volunteer.
