Amends the Property Tax Code. Defines special government agencies as office of the chief county assessment officer, the county board of review, the Illinois Property Tax Appeal Board, and the Department of Revenue. Adds a new Article concerning property tax ethics. Contains prohibitions against contributions from communicating taxpayers, contributions from benefited taxpayers, and contributions among special government agencies. Effective immediately.

Congratulates the administration and staff of Prairie Center Health Systems, Inc., on the occasion of the 40th anniversary of the Center.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Illinois Public Aid Code. In connection with the medical assistance program, provides that on and after July 1, 2008, the minimum inpatient per diem rate to be paid to a hospital for psychiatric services shall be no less than the highest per diem base rate established by the Department of Healthcare and Family Services for any hospital that newly qualifies to deliver psychiatric inpatient services on or after December 31, 2006. Effective immediately.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Domestic Violence Act of 1986. Provides that in a domestic violence case, upon the request of the petitioner, within 24 hours of the issuance of an order of protection, the clerk shall send a certified copy of the order to each specified health care facility or health care provider that furnished services to any child protected by the order. Provides that the health care provider shall place the order in the child's records. Provides that no health care provider who receives such an order shall allow a respondent access to the records of any child who is protected by the order or any other child of the petitioner. Provides that any person or facility (instead of only any person) that is licensed to administer health care shall not be civilly liable for any act or omission for complying with these provisions.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
Congratulates Lt. Henry Pauls II of the Charleston Police Department on the occasion of his retirement.
Amends the Criminal Code of 1961. Provides that resisting or obstructing a firefighter is a Class A misdemeanor. Provides that if the violation was the proximate cause of an injury to the firefighter, the offender is guilty of a Class 4 felony. Provides that the court shall also sentence the offender to a minimum of 48 consecutive hours of imprisonment or to perform community service for not less than 100 hours as may be determined by the court. Provides that the person shall not be eligible for probation in order to reduce the sentence of imprisonment or community service.
Amends provisions of the Illinois Vehicle Code requiring a driver involved in an accident to forward a written accident report if the accident resulted in property damage in excess of $500. Changes the minimum property damage amount from $500 to $1,500. Provides for optional reporting of an accident resulting in property damage in excess of $500 but not more than $1,500. Makes corresponding changes in provisions regarding posting of security by certain drivers involved in accidents.
