Amends the State Finance Act. In the Act's administrative charge-back provisions, provides that, if, during the preceding fiscal year, any amount was transferred from a fund containing moneys collected from any fee imposed by the State or by a State agency, then, each person who pays that fee at any time during the current fiscal year must be notified of the transfer at the time that he or she pays that fee. Sets forth requirements for the notice. Effective immediately.

Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that the definition of "base amount" does not include the value of any improvement after the base year that is necessary due to destruction of the property by an act of God. Effective immediately.
Amends the Election Code. Requires a deputy registrar to return completed voter registration materials to the proper election authority within 2 business days after receipt until the last day for accepting registrations before an election (now, within 7 days until the 35th day before an election and within 48 hours between the 35th and 28th days before an election). Prohibits the State Board of Elections and the Secretary of State from adopting rules that require otherwise for Secretary of State employees serving as deputy registrars at driver's license facilities. Prohibits the unauthorized copying or dissemination of personal or other information from a voter registration application. Makes violation a Class A misdemeanor.
Amends the Election Code and the School Code. Provides for a State Board of Education consisting of 7 members elected on a nonpartisan basis at the general election in 2010 and every 6 years thereafter (now, the Board consists of 9 members appointed by the Governor with the advice and consent of the Senate). Provides that 3 members shall be elected from the First Judicial District and one member shall be elected from each of the 4 other judicial districts. Terminates the term of each member of the Board who is in office on January 1, 2011 when all of the new elected members take office. Provides that when the new elected members take office and every 2 years thereafter, one member of the Board shall be elected by the members of the Board to serve as chairperson (now, the chairperson is appointed by the Governor with the advice and consent of the Senate). Makes related changes.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Criminal Code of 1961. Provides that in cases involving involuntary manslaughter in which the victim was 12 years of age or younger at the time of the commission of the offense, the court may sentence the defendant to a term of imprisonment of up to twice the maximum term otherwise authorized. In aggravated battery sentencing provisions, provides that, if the individual harmed is a peace officer or fireman, the court may impose a term of imprisonment up to twice the maximum term of imprisonment that is otherwise authorized.
Mourns the death in Iraq of United States Army Specialist Justin Penrod of Mahomet.
Amends "An Act concerning appropriations", Public Act 95-731, and "An Act concerning appropriations", Public Act 95-734. Reduces or eliminates certain appropriations to certain State agencies. Partially restores certain appropriations to the Department of Human Services that were reduced or vetoed by the Governor. Effective immediately.
Amends the General Not For Profit Corporation Act of 1986. Makes a technical change in a Section concerning the short title.
