Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.

Amends the Illinois Vehicle Code and the Criminal Code of 1961. Provides that there shall be no fee paid for a certificate of title issued to a county when the vehicle is a junk vehicle and the vehicle is forfeited to the county under the Vehicle Forfeiture Article of the Criminal Code of 1961. Provides that a county, sheriff, deputy sheriff, or employee of the county sheriff shall not be civilly or criminally liable for any damage to a forfeited vehicle stored with a commercial vehicle safety relocator. Eliminates provision that certain personal property belonging to the vehicle owner of a vehicle that is determined to be a hazardous dilapidated motor vehicle is subject to a lien. Effective immediately.
Amends the Department of Human Services Act. Requires the Department of Human Services, in cooperation with the Department of Healthcare and Family Services, to develop and implement a streamlined auditing and accreditation system to reduce the need for community providers to undergo audits from multiple licensing or accreditation systems. Provides that the streamlined system shall, to the extent possible, utilize one auditing group to provide uniformity from one organization to the next and from one year to the next.
Amends the Illinois Vehicle Code. Provides that a school bus must contain an operating two-way radio or cellular radio telecommunication device (rather than a two-way radio only) while the school bus driver is in possession of a school bus. Provides that the prohibitions regarding the use of a wireless telephone in a school or construction zone or sending an electronic message while driving do not apply to a school bus driver while performing his or her official duties. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the Property Tax Code. Provides that the chief county assessment officer may charge not more than $0.20 per parcel for copies of records furnished in electronic format. Effective immediately.
Mourns the death of Mark "Flipper" Hannon of Clinton.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that treatment under the supervision of a licensed program designated by the Department of Human Services is not available to: a first-time offender charged or convicted of possession of 15 grams or more (rather than any amount) of methamphetamine; or a person who is otherwise ineligible for probation under specified provisions of the Methamphetamine Control and Community Protection Act.
Mourns the death of Illinois State Police Sergeant Susan Voges of Ogden.
Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall establish a rural campus designation program to recognize the unique challenges and opportunities that exist for university campuses located in rural settings. Requires that the rural campus designation program created by the Board shall correlate with the federal rural campus designation program. Requires the Board to focus resources on the rural educational needs of those university campuses that are designated as rural campuses. Effective immediately.
