Amends the School Code. Provides that when calculating the State reimbursement for transportation costs, the State Board of Education may not deduct the number of pupils enrolled in early education programs from the number of pupils eligible for reimbursement if the pupils enrolled in the early education programs are transported at the same time as other eligible pupils.

Amends the Illinois Public Aid Code. Provides that the Secretary of Human Services shall seek a waiver from the United States Department of Agriculture to allow the State to specify certain foods that may and may not be purchased in Illinois with the benefits funded by the federal Food Stamp Program, including a general ban on the use of food stamp benefits to purchase foods of minimal nutritional value such as carbonated soft drinks, snack cakes, candies, chewing gum, flavored ice bars, and fried, high-fat chips. Requires the Secretary to consult with members of the General Assembly in developing the waiver and to obtain approval from the General Assembly before implementing the waiver. Further provides that beginning on the effective date of this amendatory Act, in order to use a "LINK" electronic benefits transfer card to obtain food stamp benefits or cash, the user must show a current and valid photo identification. Prohibits such use of a LINK card if the name on the photo identification does not match the name on the LINK card or if the photo does not match the user of the card. Provides that every LINK card issued on or after the effective date of the amendatory Act must include on its face the name of every household member entitled to use the card.
Creates the Death Sentence Procedural Act. Provides that within 72 hours of receipt of the certified copy of the final order of a court of last resort that upholds or affirms a sentence of death, the Governor shall issue a death warrant setting a date certain for execution, unless a death warrant is then in force. Effective immediately.
Amends the Emergency Telephone System Act. Provides that a fire protection district may, by intergovernmental agreement, enter into a contract with any county in which the fire protection district is partially located for the county to receive and manage all 9-1-1 emergency calls made within the fire protection district upon terms agreeable to the fire protection district and the county. Provides that the board members of the fire protection district must approve the intergovernmental agreement by a majority vote of the members then holding office. Provides that the county board of the county must approve the intergovernmental agreement by a majority vote of the members then holding office.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
Amends the Sex Offender Registration Act. Includes in the definition of "sex offense", criminal transmission of HIV when the offender knew that he or she was infected with HIV and engaged in intimate contact with another.
Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of Soil and Water Conservation District license plates and St. Jude Children's Research Hospital license plates. Provides that, in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Soil and Water Conservation District Fund or the St. Jude Children's Research Fund, new special funds in the State treasury. Provides that all money in the Soil and Water Conservation District Fund shall be used for grants to Illinois soil and water conservation districts for projects that conserve and restore soil and water in Illinois. Provides that all money in the St. Jude Children's Research Fund shall be used for grants to St. Jude Children's Research Hospital for pediatric treatment and research.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning possession of explosives or explosive or incendiary devices.
