Amends the Personnel Code. Removes the January 1, 2017 sunset for the exemption from jurisdictions A, B, and C for all positions within the Illinois School for the Deaf and the Illinois School for the Visually Impaired requiring licensure by the State Board of Education.

Amends the Marriage and Family Therapy Licensing Act. Provides that "title or description" means to hold oneself out as a licensed marriage and family therapist or an associate licensed marriage and family therapist to the public by means of stating on signs, mailboxes, address plates, stationery, announcements, calling cards, Internet website, social media, or other instruments or means of professional identification.
Amends the Compensation Review Act. Provides that no amendment or change made to this Act on or after October 30, 2009 shall be construed to reconstitute the former Compensation Review Board unless the same shall be expressly set forth therein. Makes clarification changes concerning the effective date of certain provisions.
Amends the Leases Article of the Uniform Commercial Code in relation to choice of judicial forum. Provides that if the forum chosen otherwise would not have jurisdiction over the lessee, the jurisdiction shall be that in which the lessee resides at the time the lease agreement becomes enforceable.
Amends the Nursing Home Care Act. Provides that upon application by a facility, the Director of Public Health may grant or renew a waiver of certain staffing requirements for registered nurses, considering specified criteria, if the facility demonstrates to the Director's satisfaction that the facility is unable, despite diligent efforts, including offering wages at a competitive rate for registered nurses in the community, to employ the required number of registered nurses. Provides that the Director may not grant or renew such waivers for certain minimum nurse staffing requirements contained in federal regulations to facilities that are Medicare-certified or both Medicare-certified and Medicaid-certified. Provides that these waivers shall be reviewed quarterly by the Department of Public Health, including requiring a demonstration by the facility that it has continued to make diligent efforts to employ the required number of registered nurses, and shall be revoked for noncompliance with certain requirements. Effective immediately.
Amends the Silent Reflection and Student Prayer Act. Provides that students may participate in certain activities that are not discouraged in any manner by the school or any school employee.
Mourns the death of Lena Gruebel of Boca Raton, Florida.
Creates the Police Officer Privacy Act. Prohibits a person, business, association, or government agency from publicly posting or displaying the personal information of a police officer 5 days after the receipt of an officer's written request to not post or display the personal information. Allows for injunctive or declaratory relief for violations. Prohibits a person, business, or association from soliciting, selling, or trading on the Internet a police officer's personal information with the intent to pose an imminent and serious threat to the health and safety of the police officer or the officer's immediate family. Amends the Freedom of Information Act. Excludes personal information of a police officer covered by the Police Officer Privacy Act from being included as a public record under the Freedom of Information Act, and from inspection or copying under the Act.
Amends the Fiscal Control and Internal Auditing Act. Includes the Department of Insurance in the definition of "designated State agencies".
Amends the Firearm Concealed Carry Act. In the provision pertaining to prohibited areas where a licensee under the Firearm Concealed Carry Act shall not knowingly carry a firearm, the prohibition pertaining to a public playground, public park, athletic area, athletic facility under the control of a municipality or park district, or any real property under the control of the Cook County Forest Preserve District is removed.
