Amends the State Employees Group Insurance Act of 1971. Makes a technical change in a Section concerning the program of health benefits provided under the Act. Amends the Medical Assistance Article of the Illinois Public Aid Code. Makes a technical change in a Section concerning pharmacy payments.

Designates the Stuttle Road overpass over Interstate 55 in Williamsville as the "Trooper Bernard D. Skeeters Memorial Overpass".
Amends the Rivers, Lakes, and Streams Act. Provides that certified copies of data, surveys, charts, high and low water marks, river gauges, and information with reference to navigability of public bodies of water in this State collected by the Department of Natural Resources shall be self-authenticating and received in court as evidence of the facts thereby shown.
Amends the Veterans Preference in Private Employment Act. Provides that on or before January 1, 2020, and on or before January 1 every 4 years thereafter, the Department of Commerce and Economic Opportunity and the Department of Veterans' Affairs shall report to the Governor and General Assembly on the state of veterans' hiring by private employers.
Amends the Abandoned Newborn Infant Protection Act. Requires the Department of Children and Family Services to conduct a review of the impact and effectiveness of the policy objectives established under the Act for the years 2001 through 2016 and to submit a report of its findings and recommendations to the Governor and the General Assembly by July 1, 2017. Provides that the report shall contain certain information, including: (i) the number of newborn infants abandoned during the review period; (ii) the number of newborn infants relinquished in accordance with the procedures outlined in the Act during the review period; (iii) a determination of whether a need exists to expand the list of facilities and personnel who are authorized to accept a relinquished newborn infant; and (iv) an analysis of the advantages and disadvantages of implementing and installing newborn safety incubators. Effective July 1, 2016.
Amends the Uniform Prescription Drug Information Card Act. Provides that the uniform prescription drug information card or other technology shall specifically identify and display an Internet website with information on frequently asked questions and contact information.
Amends the Wildlife Code. Removes the prohibition on taking bobcats in the State. Provides that it shall be unlawful for any person to trap or to hunt bobcats with gun, dog, dog and gun, or bow and arrow, except during the open season which will be set annually by the Director of Natural Resources between 12:01 a.m., November 1 to 12:00 midnight, February 15, both inclusive. Provides that the season limit for bobcat shall not exceed one bobcat per permit. Provides that the pelts of bobcats shall be tagged in accordance with federal regulations and the Department of Natural Resources may require harvest registration and set forth procedures, fees for registration, and the process of tagging pelts in administrative rules. Provides that bobcats may be taken during the open season by use of a small light which is worn on the body or hand-held by a person on foot and not in any vehicle.
Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall allow non-resident license applications from any state or territory of the United States with laws related to firearm ownership, possession, and carrying, that are substantially similar to the training requirements to obtain a concealed carry license.
Amends the Board of Higher Education Act. Provides that the Department of Commerce and Economic Opportunity along with the Board of Higher Education shall (rather than may) conduct an economic and educational feasibility study for the future development of the former Parks College campus (rather than Parks College) in Cahokia, Illinois.
Designates May 31, 2016 as "J.P. 'Cotton' Knox Family Day" in the State of Illinois.
