Amends the Environmental Protection Act. Provides that specified enforcement actions shall not be construed to prevent the enforcement of any ordinance of any unit of local government.
Amends the Interstate Rail Passenger Network Compact Act. Provides that the Governor, President of the Senate, Speaker of the House of Representatives, and minority leaders of the House of Representatives and Senate may each appoint non-voting alternate members who are only able to vote upon written authorization by a voting member who is unable to perform his or her duties. Effective immediately.
Amends the Pawnbroker Regulation Act. Provides that every partnership which lends money on the deposit or pledge of physically delivered personal property, other than property the ownership of which is subject to a legal dispute, securities, printed evidence of indebtedness or printed evidence of ownership of the personal property, or who deals in the purchase of such property on the condition of selling the property back again at a stipulated price, shall be held and is hereby declared and defined to be a pawnbroker.
Amends the Foreign Trade Zones Act. Provides that each contract entered into in violation of the Act is a separate violation subject to a separate fine. Effective immediately.
Amends the Firearm Owners Identification Card Act. Changes the definition of "handgun" in the preemption provision to include all handgun components and accessories. Effective immediately.
Amends the Township Code. Provides that by-laws, rules, and regulations shall also be posted on the township's Internet website if there is such a website in addition to being published in a newspaper. Effective immediately.
Amends the Compensation Review Act. Makes a technical change in a Section concerning the short title.
States the belief that the Illinois Income Tax Act should not be amended to permit taxing retirement income.
Amends the Contractor Prompt Payment Act. Provides that under a construction contract, it is unlawful to withhold more than 5% retainage on payments earned by contractors and subcontractors. Effective January 1, 2016.
Repeals the Firearm Owners Identification Card Act. Amends various Acts to make conforming changes.
