Amends the Illinois Lottery Law. Provides that the identity of a recipient of a prize may not be disclosed without the consent of the recipient. Provides that the awarding of a prize may not be conditioned upon disclosure of the identity of the recipient.

Amends the First Informer Broadcasters Act. Provides that the Illinois Emergency Management Agency may by rule establish protocols to facilitate first informer access to affected areas.
Amends the Regulatory Sunset Act. Provides that the Marriage and Family Therapy Licensing Act is repealed on January 1, 2028 (currently, repealed on January 1, 2018). Makes conforming changes.

Amends the Longtime Owner-Occupant Property Tax Relief Act. Removes a reference to population in the Act's public policy provisions. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. In a provision relating to purchasing service credit for certain military service, deletes the requirement of paying an additional amount representing the employer's normal cost of the benefit plus interest. Provides that this change does not entitle any person to a refund of contributions or interest already paid. Excludes the change from the definition of "new benefit increase". Effective immediately.
Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance must provide coverage for medically necessary preventative physical therapy for insureds diagnosed with multiple sclerosis without any treatment limitation or calendar year maximum. Removes requirements that coverage under this provision be subject to the same waiting period, cost sharing limitation, treatment limitation, calendar year maximum, or other limitation as provided for other physical or rehabilitative therapy benefits.
Amends the Illinois Noxious Weed Law. Provides that "Director" means the Director of the Department of Agriculture of the State of Illinois, or his or her duly appointed representative. Provides that "noxious weed" means any plant that is determined by the Director, the Dean of the College of Agricultural, Consumer and Environmental Sciences of the University of Illinois, or his or her duly appointed representative, and the Director of the Agricultural Experiment Station at the University of Illinois, to be injurious to public health, crops, livestock, land or other property.
Amends the Illinois Mental Health First Aid Training Act. Requires the Department of Human Services to report annually to the Governor and the Generally Assembly in its evaluation of the distribution of training grants under the Act.
