Amends the Illinois Vehicle Code. Provides that a person is guilty of a Class 3 felony if he or she is convicted of failing to stop and follow proper procedures upon approaching a school bus stopped for the purpose of receiving or discharging pupils and the violation caused the death of, or great bodily harm to, any person.

Amends the Illinois Vehicle Code and the State Finance Act. Creates the Emergency Medical Technicians' Trauma Center Fund. Provides for the issuance of EMT license plates to applicants licensed as emergency medical technicians by the Department of Public Health. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Emergency Medical Technicians' Trauma Center Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that subject to appropriation by the General Assembly and approval by the Secretary of State, the Department of Public Health shall use all moneys in the Emergency Medical Technicians' Trauma Center Fund for grants to trauma centers.
Amends the Probate Act of 1975. Provides that the dissolution of marriage or the declaration of invalidity of the marriage of the testator shall not revoke the legacy or interest or power of appointment given to a former spouse in a will, if the deceased ex-spouse has not remarried, and if the surviving ex-spouse proves that the deceased ex-spouse continued to intend the surviving ex-spouse to take under the terms of the will and continued to intend that the ex-spouse act as executor.
Amends the Property Tax Code. Provides that for taxable year 2003 and each taxable year thereafter the maximum reduction in the equalized assessed value of homestead property (the general homestead exemption) shall be $13,500 (now, $4,500) in counties with 3,000,000 or more inhabitants and $10,500 (now $3,500) in all other counties. Effective immediately.
Amends the Property Tax Code concerning the Senior Citizens Assessment Freeze Homestead Exemption. Provides that the household income limitation for eligibility for the exemption shall be adjusted annually to reflect increases in the Consumer Price Index reported by the federal Department of Labor. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Designates the week of October 17-23, 2004, as Illinois School Bus Safety Week.
Amends the Consent by Minors to Medical Procedures Act. Provides that anyone involved in the furnishing of medical care to the minor or counseling related to the diagnosis or treatment of the minor's drug or alcohol use shall give the minor's parent or legal guardian notification of the minor's treatment and medical care.
Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
Amends the State Employees Article of the Illinois Pension Code. Provides the alternative (State Police) formula for persons employed on a full-time basis by the Department of Natural Resources, or its predecessor, as a power shovel operator. Effective immediately.
Creates the Carnival Ride Operator Registration Act. Requires carnival employees who operate amusement rides and attractions to obtain an identification card annually from the Department of State Police. Establishes (i) the information a ride operator must provide, (ii) the qualifications for obtaining an identification card, (iii) the Department's procedures for issuing or denying identification cards, and (iv) exemptions for newly-hired employees and those awaiting issuance of identification cards. Makes violation of the Act a Class A misdemeanor. Amends the Illinois Municipal Code, the Carnival Regulation Act, and the Carnival and Amusement Rides Safety Act. Authorizes (i) a unit of local government or fair board that permits a carnival and (ii) a unit of local government that licenses or inspects amusement rides or attractions to request copies of the carnival employees' identification cards. Provides that a carnival permit may not be delayed or denied on the basis of insufficient employee information if the carnival has supplied the copies of the identification cards. Prohibits a unit of local government from conditioning the permitting, licensing, inspecting, or regulating of amusement rides or attractions on the disclosure of carnival employee information. Effective January 1, 2005.
