Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Creates the Ultrasound Opportunity Act. Provides that a facility that performs abortions may not perform an abortion on a woman without first offering the woman an opportunity to receive and view an active ultrasound of her unborn child at the facility or at a facility listed in a listing of local ultrasound providers provided by the facility. Sets forth requirements for the ultrasound image. Requires that the woman's response to the offer be documented. Requires the Department of Public Health to prepare an annual reporting form for facilities that perform abortions, and sets forth information that must be collected. Effective immediately.
Amends the Environmental Protection Act. Provides that the Environmental Protection Agency shall (now, "may") adopt rules to administer the NPDES permit fee program. Provides that the Agency shall, at a minimum, include provisions pertaining to an annual payment schedule and an interest-free quarterly payment schedule. Effective immediately.
Amends the Illinois Income Tax Act. Creates a tax checkoff for the State Parks Fund. Effective immediately.
