Mourns the death of Jim Drozdz of Hamilton.

Amends the Unemployment Insurance Act. In provisions concerning discharge for misconduct, makes the following changes in the definition of "misconduct": deletes language requiring that a violation of a reasonable rule or policy of the employing unit be deliberate and willful; and deletes language requiring that an instruction from the employing unit be explicit.

Amends the Illinois Vehicle Code. Amends the offense for driving on a suspended or revoked license so that graduated penalties for repeat violations of this Section require the prior convictions of driving on a suspended or revoked driver's license to have the same underlying cause of suspension or revocation of the driver's license as the current violation.

Amends the Mortgage Escrow Account Act. Makes a technical change in a Section concerning the Act's short title.

Amends the Illinois Vehicle Code. Provides the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 70 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 65 miles per hour for all other highways, roads, and streets. Provides that the counties of Cook, DuPage, Kane, Lake, McHenry, and Will may adopt ordinances establishing speed limits lower than these speeds. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).

Amends the Military Code of Illinois. Deletes a provision that creates within the Department of Military Affairs an honorary regiment of Colonels known as the Governor's Regiment and that provides that the Governor, from time to time as necessary, may appoint individuals to the Regiment with the honorary title of Colonel whose accomplishments, achievements, or service have contributed to the fellowship and goodwill of the State. Provides instead that the Department of Military Affairs shall establish by rule a recognition program to allow the Governor or the Adjutant General to recognize individuals or organizations who have contributed to the advancement of the Illinois National Guard. Effective immediately.

Amends the Funeral Directors and Embalmers Licensing Code. Provides that the Act shall not preclude an owner, as defined within the Act, from having personal contact with consumers while a licensed funeral director is present. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department shall require every provider of mammography services to, if a patient's mammogram demonstrates dense breast tissue, provide notification to the patient in any summary of the mammography report sent to the patient pursuant to the federal Mammography Quality Standards Act that shall include, but not be limited to, certain information.

Amends the University of Illinois Hospital Act, the Nursing Home Care Act, the ID/DD Community Care Act, the Specialized Mental Health Rehabilitation Act, and the Hospital Licensing Act. Requires the University of Illinois Hospital and other hospitals to adopt an influenza and pneumococcal immunization policy that includes procedures for offering immunization against influenza virus when available between September 1 and April 1, and against pneumococcal disease upon admission or discharge, to patients unless contraindicated (removes language limiting the provision to patients age 65 or older). Provides that the immunizations shall be offered in accordance with the recommendations of the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention that are most recent to the time of vaccination. Provides that long term care facilities, ID/DD facilities, and specialized mental health rehabilitation facilities shall administer or arrange for administration of a pneumococcal vaccination to each resident (instead of each resident who is age 65 and over).

Amends the Wildlife Code. Allows veterans that are Illinois residents to obtain an Illinois Hunter Education card after completing the online study section of the Illinois Hunter Education program and providing the Department of Natural Resources with verification of service or mobilization. Effective immediately.
