ALL KIDS-ELIGIBILITY

Amends the Covering ALL KIDS Health Insurance Act. Adds to the criteria for eligibility for the Covering ALL KIDS Health Insurance Program that a person must be a child who does not have access to affordable employer-sponsored dependent health insurance coverage that is comparable to the coverage of the existing Program as determined by the administering agency's rules. Effective immediately.

UNEMPLOY INS-MISCONDUCT

Amends provisions of the Unemployment Insurance Act concerning discharge for misconduct. Makes the following changes in the definition of "misconduct": deletes language requiring that a violation of a reasonable rule or policy of the employing unit be deliberate and willful; and deletes language requiring that an instruction from the employing unit be explicit.

PROP TX-COMMERCIAL PROPERTY

Amends the Property Tax Code. Creates an abatement for property that (i) is used exclusively for commercial or industrial purposes and (ii) has been rebuilt following a natural disaster occurring in taxable year 2013 or any taxable year thereafter. Effective immediately.

DENTIST ADMINISTER VACCINES

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.

SUPPORTS FLOOD CONTROL SYSTEM

Supports the United States Department of Transportation's designation of the M-35 from St. Louis, Missouri to St. Paul, Minnesota and the M-55 from Chicago via St. Louis, Missouri to New Orleans, Louisiana as Marine Highway Corridors. Encourages support for the local drainage sponsors and the United States Army Corps of Engineers' Upper Mississippi River Comprehensive Plan, as approved by the Mississippi River Commission, for systemic flood control planning and implementation. States the General Assembly's willingness to take steps to streamline the State Levee Permitting process to encourage and facilitate both flood control and navigation improvements to Illinois levee systems.
