Amends the Illinois Public Aid Code, the Illinois Insurance Code, and other Acts. Provides that on and after July 1, 2008, screening and diagnostic mammography shall be reimbursed under the medical assistance program at the same rate as the Medicare program's rates, including the increased reimbursement for digital mammography. Requires the Department of Healthcare and Family Services to take certain actions in relation to breast cancer screening and treatment, including establishment of bonus payments to mammography facilities meeting certain standards, a rate methodology for certain providers, and a performance goal for primary care providers; also requires the Department to establish a case-management or patient-navigation pilot program. Provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed after the effective date of this amendatory Act must provide coverage for all medically necessary pain medication and pain therapy related to the treatment of breast cancer on the same terms and conditions that are generally applicable to coverage for other conditions. Provides that mandatory insurance coverage relating to mammography shall be provided at no cost to the insured and shall not be subject to an annual or lifetime maximum benefit. Makes other changes in relation to mammography coverage, and makes these changes to the Illinois Insurance Code also applicable to the State Employees Group Insurance Act of 1971, the Health Maintenance Organization Act, and other Acts. Sets forth a statement of legislative intent and provides that the bill's provisions may be referred to as the Reducing Breast Cancer Disparities Act. Effective immediately.

In addition to any other amounts appropriated for this purpose, appropriates $7,000,000 from the General Revenue Fund to the Department of Human Services for the purpose of providing shelter and transitional housing and employment assistance for homeless youth. Effective July 1, 2008.
Amends the Higher Education Student Assistance Act and the Illinois Income tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation to the Illinois Student Assistance Commission on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.
Amends the Property Tax Code. Provides that the registration for a tax sale in a county with less than 3,000,000 inhabitants must be accompanied by a deposit in an amount determined by the county collector, but not to exceed $250 in counties with less than 50,000 inhabitants or $500 in all other counties, which shall be applied to the amount due on the properties that the registrant has purchased, and, if the registrant does not participate in the sale, then the deposit is forfeited to the Tax Sale Automation Fund. Effective immediately.
Makes a supplemental appropriation of $21,000,000 from the General Revenue Fund to the State Board of Education to be used exclusively for school districts that will receive less funding in the 2007-2008 school year as a result of Public Act 93-1022. Effective immediately.
Amends the Film Production Services Tax Credit Act. Extends the date of the repeal of the Act from January 1, 2008 to January 1, 2009. Effective immediately.
Urges that (1) the United States government immediately commence an orderly and rapid withdrawal of United States military personnel from Iraq, (2) the United States government provide the people of Iraq with all necessary non-military material aid as shall be necessary for the security of Iraq's citizens and for the rebuilding of Iraq, and (3) the financial resources used to prosecute the war be redirected to address the urgent needs of America and the most vulnerable portions of our population, including health, education, and homeland security.
Creates the Successor Asbestos-Related Liability Fairness Act. Limits the cumulative successor asbestos-related liabilities of a corporation to the fair market value of the total gross assets of the transferor determined as of the time of the merger or consolidation. Provides that a corporation is not responsible for successor asbestos-related liabilities in excess of that limitation. Provides guidelines for establishing the fair market value of the total gross assets for the purpose of the liability limitation.
Amends the Emergency Telephone System Act. Makes a technical change in a Section concerning definitions.
Amends the Illinois Horse Racing Act of 1975. Deletes the provisions concerning the payment of certain moneys that would otherwise be payable to purse accounts to wagering facilities if the total Illinois pari-mutuel handle on Illinois horse races at all wagering facilities in a calendar year is less than 75% of the total Illinois pari-mutuel handle on Illinois horse races at all such wagering facilities for calendar year 1994 (the recapture provisions). Makes changes concerning the distribution of certain inter-track wagering moneys. Repeals a provision authorizing organization licensees to impose a surcharge on winning wagers and winnings from wagers and makes a corresponding change.
