DHS-MEDICAID-COMMUNITY SPOUSE

Amends the Illinois Public Aid Code. Provides that the notification sent to institutionalized spouses and community spouses by the Department of Human Services in connection with the medical assistance program must include information concerning assistance available to the community spouse. Effective immediately.

CAMPAIGN CONTRIBUTION LIMITS

Amends the Election Code. Provides that a candidate political committee may not accept contributions during an election cycle from the candidate or the candidate's spouse, parent, or child with a total aggregate value of more than (i) $250,000 for a statewide office candidate or (ii) $100,000 for a candidate for any other office. Removes provisions eliminating campaign contribution limits for all candidates for an office when one of the candidates accepts contributions from the candidate or the candidate's spouse, parent, or child with an aggregate total value of more than (i) $250,000 for a statewide office candidate or (ii) $100,000 for a candidate for any other office. Effective January 1, 2011.

VEH CD-AUTOMATED RED LIGHT ENF

Amends the Illinois Vehicle Code. Provides that an automated traffic law system may not be used to issue violations to persons driving a motor vehicle who come to a stop one foot or less past the point where a driver is required to stop as specified by the Code or a similar provision of a local ordinance.

ELECTIONS VACANT OFFICES

Amends the Election Code. Notwithstanding any law to the contrary, provides that a vacancy in any elective State or local public office shall be filled at a special election if more than 6 months remain of the term of office and if the annual compensation for that office exceeds $21,000. Requires that the election be held 2 months after the vacancy occurs and that candidate petitions be filed within 30 days after the vacancy occurs.

FORECLOSURES-STAY-ATTY GEN

Amends the Code of Civil Procedure. Provides for a moratorium stay on all pending residential real estate mortgage foreclosures filed by lending institutions, subject to a review by the Attorney General of the practices and procedures of each lending institution to determine whether the lending institution properly uses genuine, accurate, properly executed, and appropriate documents that are properly processed, include full and accurate accountings, and are in full compliance with applicable federal and State laws and regulations. Provides definitions. Creates within the Office of the Attorney General, the Office for the Monitoring of Residential Real Estate Mortgage Foreclosures headed up by the Mortgage Foreclosure Monitor, appointed by the Attorney General. Provides that the Attorney General will have the power to: administer this program; issue reports about lending institutions; make recommendations to the General Assembly; obtain necessary documents, subpoena documents, and engage in related activities. Provides that any delay caused by this process shall toll any statutory or contractual time requirements. Effective immediately.
