Amends the Fish and Aquatic Life Code. Requires the Department of Natural Resources to establish a one-year pilot project to stimulate the bulk harvest of Asian carp in the Illinois River and to increase the number of native fish. Requires coordination with commercial fishermen. Sets prices per pound. Contains other provisions. Repealed on January 1, 2010. Effective immediately.

Amends the Interstate Library Compact Act. Makes a technical change in a Section concerning the compact administrator.
Amends the School Code. In provisions concerning the compilation of average daily attendance under the State aid formula and allowing a session of 3 or more clock hours but less than 5 clock hours to be counted as a day of attendance, makes changes with respect to days that are used for parent-teacher conferences. Authorizes a school district (or other eligible entity) to hold school or schedule teachers' institutes, parent-teacher conferences, or staff development on certain school holidays if (1) the person or persons honored by the holiday are recognized through instructional activities conducted on that day or, if the day is not used for student attendance, on the first school day preceding or following that day; and (2) the school district or other entity provides notices, holds a public hearing, and approves the action in the same manner required of eligible applicants under a provision of the School Code concerning mandate waivers. Makes other changes. Effective July 1, 2008.
Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Amends the Electronic Commerce Security Act. Makes a technical change in the short title Section.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
Amends the State Library Act. With respect to the Literacy Advisory Board, provides that 7 members shall be appointed by the Secretary of State from Illinois citizens interested in the literacy issue (now, 2 of the members are from the State Library, 2 from the State Board of Education, and 3 from citizens interested in literacy issues).
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public.
Amends the School Code. Makes a technical change in a Section concerning the Illinois Teaching Excellence Program.
