Mourns the death of Roderick "Rod" Webel of Baylis.
Amends the Illinois Funeral or Burial Funds Act, the Crematory Regulation Act, the Cemetery Care Act, and the Illinois Pre-Need Cemetery Sales Act. Provides that licenses and license renewals shall be issued for a 5-year term. Provides requirements for license renewal and makes conforming changes in other provisions of the Acts. In the Cemetery Care Act, adds a provision requiring a cemetery association holding $75,000 or less in its care funds to file a report with the Comptroller in lieu of other annual report requirements and provides that the Comptroller shall examine at least annually every licensee who holds $750,000 or more (was, $250,000 or more) in its care funds. Effective January 1, 2008.
Amends the Illinois Public Aid Code. Provides that for inpatient or outpatient hospital services provided by any hospital receiving reimbursement by the Department of Healthcare and Family Services, the Department may establish by rule a means of adjusting the rate of reimbursement so as to eliminate any costs of medical education, to the extent that such costs are no longer available for federal reimbursement. In connection with adjustment payments to hospitals, eliminates adjustments for teaching costs. Eliminates teaching costs as a supplement to hospital inpatient reimbursements from the County Provider Trust Fund. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning grants for preschool education programs.
Amends the Legislative Commission Reorganization Act of 1984. Makes a technical change in a Section concerning the short title.
Amends the School Code. Requires the State Board of Education, in cooperation with the Department of State Police, to develop a weapons safety program designed to protect children from the risk of gun-related death and injury. Provides that the program must be designed to teach children to follow an effective safety procedure when they are exposed to a gun and shall specifically warn children that contact with guns can result in serious injury or death. Provides that a school district may incorporate the weapons safety program into its curriculum. Requires the State Board of Education to submit a report to the Governor and the General Assembly as to the status of the program no later than January 1, 2009.
Amends the State Comptroller Act. Makes technical changes in a Section concerning the short title.
Creates the Downtown Revitalization Act. Creates the Illinois Main Street Program within the Office of the Lieutenant Governor to provide assistance to entities attempting to revitalize downtown and neighborhood commercial districts. Provides criteria. Creates the Illinois Main Street Advisory Council. Amends the State Finance Act to create the Illinois Main Street Fund as a special fund in the State treasury. Effective immediately.
Amends the School Code. In provisions concerning contractual continued service in school districts other than the Chicago school district, adds an exception to the probationary period of 4 consecutive school terms for a teacher who is first employed as a full-time teacher by a school district on or after the effective date of the amendatory Act but who, prior to employment with the district, already entered upon contractual continued service in another school district, in which case the probationary period is 2 consecutive school terms. Makes a similar change with respect to a teacher employed in a program of a special education joint agreement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
