Creates the Live Music Illinois Act. Creates the Live Music Illinois Board. Provides that the Board shall consist of 5 members. Specifies the Board's powers and duties. Establishes the Live Music Illinois Fund as a special fund in the State treasury. Requires monthly transfers from the GRF to the Fund in the amount of $208,334 until $12,500,000 has been transferred. Provides that moneys in the Fund shall be used by the Board to issue grants to units of local government and community groups for musical performances by eligible musicians and musical ensembles. Provides that moneys in the Fund shall also be used to issue grants to eligible musicians and musical ensembles for musical performances. Provides that the musical performances must be free and open to the public. Imposes conditions on any rulemaking authority. Amends the State Finance Act to create the Fund. Effective July 1, 2009.

Amends the Department of Veterans Affairs Act. Changes the composition of the veterans advisory council from 17 to 21 by adding one person appointed by the Adjutant General of the Illinois National Guard, one person appointed by the Illinois Attorney General, one person appointed by the Illinois Secretary of State, and one person appointed by the Director of the Illinois Department of Employment Security. Provides that one veteran or family member of a veteran (rather than one veteran) appointed by the commander or president of each veterans service organization or military family organization (rather than only each veterans service organization) that is chartered by the federal government and by the State of Illinois and elects to appoint a member shall sit on the council. Effective immediately.
Makes a supplemental appropriation from the General Revenue Fund to the Historic Preservation Agency for its FY09 ordinary and contingent expenses. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. Includes within the definition of "salary" any stipend awarded to a National Board Certified teacher (regardless of whether the teacher actually receives the stipend or the stipend is prorated due to budgetary reasons). Effective immediately.
Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2010 and ending on or before December 31, 2012, each taxpayer with an adjusted gross income of less than $250,000 is entitled to a credit in an amount not to exceed $7,500 if (i) the taxpayer purchases a newly constructed home during the taxable year, (ii) the home is the taxpayer's principal place of residence on the last day of the taxable year, and (iii) the assessed value of the residence is less than $500,000. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the State Employee Article of the Illinois Pension Code. Allows a person who was laid off in the course of the closure of certain field offices by the Department of Veterans' Affairs in 1987 and who meets other requirements to establish up to 15 years of service credit by making specified contributions, plus interest. Specifies that the required employee contribution must be based on the rate of compensation earned by the employee on the date in 1987 when he or she was laid off. Requires application no later than 6 months after the effective date of this amendatory Act. Effective immediately.
Urges Congress and the National Guard Bureau to retain the Air National Guard fire-protection services at the Abraham Lincoln Capital Airport.
Amends the Public Community College Act. Provides that the Illinois Community College Board shall implement and administer a grant program, to be referred to as the Collaborative Baccalaureate Degree Development Grant Program, to help deliver upper division courses and bachelor's degree programs offered by bachelor's degree-granting colleges and universities at a location geographically convenient to student populations currently being served by existing public community colleges. Provides that a grant application must be jointly submitted by one public community college and one or more public or private, not-for-profit, 4-year colleges or universities. Provides that the Board shall require that each partnering institution (both the community college and the 4-year institution or institutions) also invest in the partnership. Effective immediately.
Appropriates $95,000 from the Illinois Route 66 Heritage Project Fund to the Secretary of State to provide grants for the development of tourism, education, preservation, and promotion of Route 66. Effective July 1, 2009.
