PENCD-FOREST PRES-ALT FORM

Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Provides that the alternative annuity that is available to certain county officers is available to members of a board of commissioners of a forest preserve district who are elected to serve on a forest preserve district that is located in a county having a population of more than 800,000 but fewer than 3,000,000 inhabitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

EPA-FEES

Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.

Amends the Illinois Insurance Code. In provisions pertaining to the limits of liability for an insurer providing underinsured motorist coverage, deletes a provision that provides that the maximum amount payable by the underinsured motorist coverage carrier shall not exceed the amount by which the limits of the underinsured motorist coverage exceeds the limits of the bodily injury liability insurance of the owner or operator of the underinsured motor vehicle.

MOBILE HOME TAX-FOUNDATION

Amends the Property Tax Code with respect to the definition of "real property". Provides that "permanent foundation" means any structure or device that transfers the weight of any other structure to the earth. Amends the Mobile Home Local Services Tax Act. Provides that "mobile home" means, in part, a factory assembled structure designed for permanent habitation and so constructed as to permit placement on a temporary foundation consisting of its wheels and leveling devices (now, no description of the temporary foundation). Provides that all such structures that are not placed on a temporary foundation consisting of wheels and leveling devices shall be construed to rest in whole on a permanent foundation and shall be taxed as real property (now, any such structure resting in whole on a permanent foundation, with wheels, tongue, and hitch removed shall be taxed as real property). Removes the exemption from the tax for mobile homes located on a dealer's lot as an office. Effective immediately.
