CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

CONSUMER FRAUD-SOCIAL SEC NMBR

Amends the Consumer Fraud and Deceptive Business Practices Act. Prohibits a person from requiring an individual's social security number in order for the individual to obtain a service, including, but not limited to, the provision of satellite television and wireless telecommunications service, unless the person: (i) presents the individual with a written notice stating that the individual's social security number will be used only for purposes of conducting a credit check and detailing all of the measures that the person has taken to protect the individual's social security number; and (ii) provides an alternative to provision of the individual's social security number as a requirement for service, such as requiring a higher security deposit amount. Prohibits the use of an individual's social security number as a personal identification number or account number.

ECONOMIC INTERESTS STATEMENTS

Amends the Illinois Governmental Ethics Act. For persons filing statements of economic interests with the Secretary of State, requires the disclosure of entities (now, entities doing business with the State) from or in which the person derived certain income or had certain ownership interests.

PEN CD-JRS-SURVIVOR ANNUITY

Amends the Judges Article of the Illinois Pension Code. Provides that a married participant who elected not to participate in the survivor's annuity provisions and who is still a judge may elect to participate therein by filing with the Board before 30 days after the effective date of this amendatory Act a written recision of the election not to participate. Effective immediately.

DPT REVENUE-ENERGY ASSISTANCE

Amends the Energy Assistance Act. Provides that no later than August 1 of each year, the Director of Revenue shall calculate the total amount of tax paid pursuant to the Gas Revenue Tax Act by persons eligible to receive assistance from the Low Income Home Energy Assistance Program during the 12-month period ending the previous June 30 and the total amount of Energy Assistance Charges paid by such persons during that same period. Provides that no later than September 1 of each year, the Director of Revenue shall cause an amount equal to the amount calculated under the foregoing provision in that year to be transferred from GRF to the Supplemental Low-Income Energy Assistance Fund.

SCH CD-CRIMINAL BACKGRND CHECK

Amends the School Code. Provides that before the beginning of the 2007-2008 school year, all employees of a school district must have a criminal history records check and a check of the Statewide Sex Offender Database performed in the same manner as for applicants for employment.

CRIM CD-MASS TRAN TERRORISM

Amends the Criminal Code of 1961. Creates the offense of mass transit terrorism. Provides that a person commits the offense when he or she knowingly carries any explosive materials into a mass transit facility. Provides that a violation is a Class X felony with a mandatory term of imprisonment of not less than 30 years and not more than 60 years. Effective immediately.

TOLL HIGHWAY OVERSIGHT

Amends the Commission on Government Forecasting and Accountability Act. Creates the Toll Highway Oversight Panel within the Commission. Provides for each legislative leader to appoint 2 members. The function of the Panel is to provide legislative oversight of all operations and other matters pertaining to the Illinois State Toll Highway Authority. To that end, the Panel has full authority to hold public hearings, conduct investigations, and make recommendations to the General Assembly. The Illinois State Toll Highway Authority and its officers and employees are required to fully and promptly co-operate with and assist the Panel in carrying out its oversight functions. At the request of the Panel, the Illinois State Toll Highway Authority must provide documents to the Panel and must make its officers and employees available for testimony before the Panel. The Commission shall provide staff and support to the Panel. Effective immediately.
