REVENUE-IDENTITY THEFT

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Requires the Department of Revenue to notify an individual if the Department discovers or reasonably suspects that another person has used that individual's social security number. Effective immediately.

FEE MANAGEMNT & TRANSPRNCY ACT

Creates the Illinois Fee Management and Transparency Act. Provides that State agencies may assess user charges or fees against identifiable recipients of special benefits that derive from State activities that are beyond the benefits that the general public receives so that the State can recover the cost of providing the benefit. Sets conditions for imposing user charges or fees. Creates exceptions. Provides that legislation to implement a user charge or fee must meet certain conditions. Requires each agency to file a Fee Imposition Report Form with the Comptroller that details user charges or fees imposed by the agency. Provides that each agency must review its user charges and fees every 2 years to determine whether they should be adjusted. Provides that the Auditor General must evaluate each agency user charge and fee at least every 5 years and determine whether those charges and fees should be adjusted. Provides that the provisions of the Act are severable. Amends the State Comptroller Act to repeal a Section concerning Agency Fee Imposition Report Forms. Amends the Illinois State Auditing Act to repeal a Section concerning Agency Fee Imposition Report Forms. Effective immediately.

CD CORRECT-REHABILITATION

Amends the Unified Code of Corrections Act. Authorizes the Director of Corrections to issue a request for proposal for a non-for-profit, non-governmental entity, whose purpose is to provide a comprehensive rehabilitation program designed to achieve reduced recidivism among the inmate population.

PEN CD-IMRF-ERI-RETURN TO WORK

Amends the IMRF Article of the Illinois Pension Code. Provides that an early retiree may return to service with the last employer for up to 2 years at up to 75% of the final rate of earnings, without loss of early retirement benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

CRIM CD-RECKLESS HOMICIDE

Amends the Criminal Code of 1961. Eliminates the presumption in reckless homicide cases that being under the influence of alcohol or any other drug or drugs at the time of the alleged violation is evidence of a reckless act unless disproved by evidence to the contrary. Provides that the trier of fact may take into consideration whether or not the defendant's being under the influence was evidence of a reckless act. Effective immediately.

WORKER COMP-SMALLPOX VACCINE

Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Provides that any injury to or disease or death of any person who has voluntarily received a smallpox vaccination and who either is designated as a "first responder" for the purpose of emergency response in the event of an attack using weapons of mass destruction, or is a member of an Illinois Medical Emergency Response Team, or is a member of a State Weapons of Mass Destruction Team is deemed to arise out of and in the course of employment. Effective immediately.
