Appropriates specified amounts to the Department of Human Services for income assistance and related distributive purposes for the Child Care Assistance Program and for grants associated with employment and training programs. Effective July 1, 2013.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Provides that a person serving a sentence for second degree murder shall receive no more than 7.5 days sentence credit for each month of his or her sentence of imprisonment.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Environmental Protection Act. Provides that the portion of a site or facility that accepts exclusively general construction or demolition debris and is operated and located in accordance with a specified provision of the Act is not a pollution control facility (previously required the facility to be located in a county with a population over 3,000,000 as of January 1, 2000 or in a county that is contiguous to such a county to fall under the exemption).
Creates the Illinois State Fairgrounds Foundation Act. Establishes the Illinois State Fairgrounds Foundation under the authority of the Department of Agriculture. Sets forth the Foundation's purposes, organization, powers, and duties. Provides that the Foundation must provide a written notice to any entity providing a gift, grant, or bequest to the Foundation that the Foundation is not subject to the Public Funds Investment Act. Effective immediately.
Amends the Illinois Municipal Code. Provides that the year of the most recent assessment made prior to the effective date of the ordinance shall be the year that the county clerk shall use for determining the total initial equalized assessed value of property within the redevelopment project area. Provides that the most recently ascertained equalized assessed value of real property that is exempt from taxation under the Property Tax Code at the time that the municipality adopts an ordinance providing for tax increment allocation financing shall be zero. Provides requirements for the assessing authority and county clerk regarding the equalized assessed value as of the date that the property ceased to be exempt. Provides the formula by which the county clerk must certify the "total initial equalized assessed value as adjusted" of the taxable real property within a redevelopment project area. Further provides that this amendatory Act is declarative of existing law.
Makes supplemental appropriations for Fiscal Year 2013.
Amends the Illinois Vehicle Code. Provides that no person, except persons permitted by law, shall operate or ride any all-terrain vehicle or off-highway motorcycle with any firearm in his or her possession unless he or she is in compliance with certain provisions of the Deadly Weapons Article of the Criminal Code of 2012 (rather than the Wildlife Code). Effective immediately.
Amends the Illinois Procurement Code. Provides that when a State contract for data processing, hosting, or related services is to be awarded to the lowest responsible bidder, an otherwise qualified bidder who will fulfill the contract by employing exclusively Illinois residents may be given a preference over other bidders unable or unwilling to do so, so long as the total contract price in the bid of the bidder who will employ exclusively Illinois residents is no more than 15% greater than the total contract price in the bid of the lowest responsible bidder who is unable or unwilling to do so.
