Amends the School Code. Provides for tax equivalent grants to a school district in which the State Capitol is located, subject to appropriation. Effective immediately.

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, removes a provision that requires the Illinois Student Assistance Commission to determine the eligibility of and make grants to applicants enrolled at qualified for-profit institutions in accordance with specified criteria. Instead, prohibits the Commission from making grants to applicants enrolled at for-profit institutions.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the State Comptroller Act. Requires the Comptroller to post certain financial reports on its website (rather than delivering them to the legislative leaders and the chairpersons of the appropriation committees). Authorizes the Comptroller to publish interim financial reports, rather than a comprehensive annual financial report, under certain circumstances. Amends the State Finance Act. Authorizes, in any year, the State Comptroller to order transferred and the State Treasurer to transfer from the General Revenue Fund to the Education Assistance Fund, or the State Comptroller to order transferred and the State Treasurer to transfer from the Education Assistance Fund to the General Revenue Fund, the amounts required to honor vouchers presented by the State Universities Retirement System, a public institution of higher education, or the State Board of Education. Effective immediately.
Amends the Illinois Power Agency Act and the Public Utilities Act to provide for the procurement of renewable energy resources from a clean coal facility, initial clean coal facility, and clean coal SNG facility, including amending provisions concerning Agency powers, aggregate distributed renewable energy, the renewable portfolio standard, and procurement of energy efficiency products and adding provisions concerning the development of feedstock procurement plans and feedstock procurement processes; makes corresponding changes in various other Acts. Allows certain facilities to recover certain costs and revenue associated with the generation of electricity and sequestration. Contains provisions concerning the permitting, oversight, and investigation for capture, transport, and sequestration of carbon dioxide. In the Public Utilities Act, makes changes to provisions concerning net electricity metering. Makes other changes. Contains a severability provision.
Amends the Abused and Neglected Child Reporting Act. Provides that during the course of an investigation by the Department of Children and Family Services, information regarding a medical examination of a child and prior medical records relating to the alleged maltreatment or care of the child, including reports of a medical examination of the child and prior medical records of the child or of the child's sibling or siblings and any police reports concerning the child or the child's sibling or siblings, shall be requested by the Department. Provides that the Department shall be provided with these reports within 3 business days after making a written request.
