CONCEALED CARRY-RECIPROCITY

Amends the Firearm Concealed Carry Act. Provides that a non-resident may carry a handgun under the Act if the non-resident is 21 years of age or older, has a license or permit in a state where the training requirements are substantially similar under the Act or to non-residents of contiguous states if a reciprocal agreement has been entered into, the permit holder is not a resident of Illinois, and the permit holder is a legal resident of the United States. Provides that a non-resident is subject to the same laws and restrictions as a license holder under the Act. Provides that if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license establishes legal residence in this State. Effective immediately.

CRIM CD-FALSE PERSONATION-VET

Amends the Criminal Code of 2012. Provides that a person commits false personation when he or she falsely represents himself or herself to be a veteran when seeking employment or public office with an intent to obtain money, property, or other tangible benefit. A person commits false personation if he or she falsely represents that he or she received the Congressional Medal of Honor, The Distinguished Service Cross, the Navy Cross, The Air Force Cross, The Silver Star, the Bronze Star, or the Purple Heart, with an intent to obtain money, property, or other tangible benefit. Provides that a person who commits false personation when he or she knowingly and falsely represents himself or herself to be a recipient of, or wears on his or her person, any of the following medals if that medal was not awarded to that person by the United States Government, irrespective of branch of service: The Congressional Medal of Honor, The Distinguished Service Cross, the Navy Cross, The Air Force Cross, The Silver Star, the Bronze Star, or the Purple Heart, with an intent to obtain money, property, or other tangible benefit is a guilty of a Class B misdemeanor. A second or subsequent violation of this offense is a Class A misdemeanor.

SALE OF USED GOVT VEHICLES

Amends the Civil Administrative Code of Illinois (Department of Transportation Law). Provides that whenever the Department of Transportation has deemed a vehicle has exhausted its useful life (rather than merely deemed it shall be replaced), certain notification procedures are required. Provides that the Department shall make the vehicle available for purchase by the public, including units of local government, through an auction (rather than a sealed bid sale). Provides for the use of proceeds from the sale of Department vehicles. Defines "units of local government".

CRIM CD-THEFT LEASED PROPERTY

Amends the Criminal Code of 2012. Includes in the theft of rental property renting or leasing equipment including tools, construction or industry equipment, and such items as linens, tableware, tents, tables, chairs and other equipment specially rented for a party or special event. Changes the property value threshold for theft of rental property from $500 to $300. Allows the trier of fact to infer evidence that the person is without good cause for failure to return the property if the person signs the agreement with a name or address other than his or her own. Amends the Unified Code of Corrections. Provides in addition to the available sentences for theft of labor services or use of property, the court shall order any person convicted of any of those offenses to pay restitution for any outstanding balance due and the reasonable loss of revenue, including but not limited to loss of future rental revenue for the property, for the failure to return the rental property on the date specified for its return. Effective immediately.

CROSSBOW HUNTING-COYOTES

Amends the Wildlife Code. Provides that any person may use a crossbow to take coyotes at any time. Effective January 1, 2016.

FIRE DEPT CONTRACTOR LOGOS

Amends the Counties Code, the Township Code, the Illinois Municipal Code, and the Fire Protection District Act. Provides that a nongovernmental entity with which a county, township, municipality, or fire protection district contracts to furnish fire protection services that displays a logo of the unit of local government on the entity's vehicles or uniform shall conspicuously display on all vehicles and uniforms a disclosure with specified information. Provides that a violation is a business offense with a $1,000 fine per occurrence. Limits home rule powers. Effective immediately.
