Amends the Wildlife Code. Changes the name of the fee from "Public Hunting Grounds for Pheasants" to "Public Hunting Grounds for Game Birds". Provides that the Department of Natural Resources may permit hunters to take bobwhite quail, chukar partridge, and gray partridge on public hunting grounds. Authorizes the Department to set the hunting season for game birds by administrative rule between the dates of September 1st and March 31st, both inclusive.

Mourns the death of Otis Dean Cozad of Rock Island.
Amends the Criminal Code of 2012. Includes in the theft of rental property renting or leasing equipment including tools, construction or industry equipment, and such items as linens, tableware, tents, tables, chairs and other equipment specially rented for a party or special event. Changes the property value threshold for theft of rental property from $500 to $50. Allows the trier of fact to infer evidence that the person is without good cause for failure to return the property if the person signs the agreement with a name or address other than his or her own. Changes the penalty for theft of rental property from a Class 4 felony to a Class 3 felony. Amends the Unified Code of Corrections. Provides in addition to the available sentences for theft of labor services or use of property, the court shall order any person convicted of any of those offenses to pay restitution for any outstanding balance due and the reasonable loss of revenue, including but not limited to loss of future rental revenue for the property, for the failure to return the rental property on the date specified for its return. Effective immediately.

Amends the Funeral Directors and Embalmers Licensing Code. Makes a technical change in a Section concerning legislative intent.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Provides that the Department of Agriculture may designate "Bicentennial Farms". Effective immediately.
Amends the Criminal Code of 2012. Provides that full-time, sworn, compensated fire fighters are permitted to carry a pistol, revolver, stun gun, taser, or other firearm on his or her person in public or in a vehicle, if the fire fighter has a valid concealed carry license, is carrying on duty, and has been approved to carry on duty by the mayor, city council, village president, or village board of trustees.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides no substantive bill that may result in the expenditure of public funds, may become effective before all necessary appropriations bills for the ensuing fiscal year become effective. This subsection shall not apply if a vote by both houses of the General Assembly by the vote of two-thirds of the members elected to each house, for a resolution declaring that the provisions of this subsection shall not be applicable in that house to a particular bill, which shall be specified in the resolution by number and title, and the bill so specified may proceed to final passage therein. Effective upon being declared adopted in accordance with the Illinois Constitutional Amendment Act.
