Appropriates $2 from the General Revenue Fund to the Illinois State Toll Highway Authority for its FY 10 ordinary and contingent expenses. Effective July 1, 2009.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Makes appropriations for the ordinary and contingent expenses of the Office of the State Treasurer. Makes further appropriations relating to banking services, estate taxes, bond payments, capital litigation, an Inspector General, and loan collateralization. Effective July 1, 2009.
Makes appropriations for the ordinary and contingent expenses of the Board of Higher Education for the fiscal year beginning July 1, 2010, as follows: General Funds $27,993,400; Other State Funds $3,280,000; Federal Funds $5,500,000; Total $36,773,400.

Amends the Methamphetamine Precursor Control Act. Increases by one class the knowing purchase, receipt, or acquisition of more than 7,500 milligrams of ephedrine or pseudoephedrine, their salts or optical isomers, or salts of optical isomers within a 30-day period. Effective immediately.
Makes appropriations for the ordinary and contingent expenses of the Illinois Student Assistance Commission for the fiscal year beginning July 1, 2009, as follows: General Funds $440,062,100; Other State Funds $3,000,000; Federal Funds $375,377,500; Total $818,439,600.
Amends the Firearm Owners Identification Card Act. Provides that if an applicant for a Firearm Owner's Identification Card is under 10 years of age, the applicant must submit evidence to the Department of State Police that he or she has successfully completed a course of training prescribed by the Illinois Department of Natural Resources or other State, federal, or local program including the National Rifle Association or the Illinois State Rifle Association. Provides that a prescribed training course curriculum shall include but not be limited to safe firearms handling.
