RIVER WATER LEVELS EMERGENCY

Urges the President to take emergency action to ensure water levels do not fall below a level needed by commercial navigation on the Mississippi River and to direct the Army Corps of Engineers to avert potential economic disaster on this vital avenue. Urges the Army Corps of Engineers to expedite and fully implement alternative emergency measures to remedy this situation and to deviate from planned operations outlined in the Missouri River Master Water Control Manual and exercise its authority to address situations when appropriate.

HEALTH FACILITIES-BED TRANSFER

Amends the Illinois Health Facilities Planning Act. Provides that the Health Services Review Board Long-term Care Facility Advisory Subcommittee shall develop and recommend rules to establish a bed exchange program that, at a minimum, provides for the movement of beds between 2 facilities without prior approval of the Health Facilities and Services Review Board, regardless of whether the beds are currently licensed to the owner of the facility to which the beds are transferred or the facility purchases the licenses for the beds from a third party. Effective immediately.

DISSOLUTION-VISITATION ABUSE

Amends the Illinois Vehicle Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that the Secretary of State shall suspend, pursuant to court order, the driver's license of a person adjudicated by a court to have engaged in visitation abuse. Provides procedures for that suspension process. Provides that the court, upon finding that a party engaged in visitation abuse, may order: the suspension of the offending party's Illinois driving privileges pursuant to the Illinois Vehicle Code, until the court has determined that there has been sufficient compliance with the court's visitation order and that full driving privileges shall be reinstated; the issuance of a family responsibility driving permit to the offending party to allow limited driving privileges for employment, for medical purposes, and to transport a child pursuant to a visitation order; the placement of the offending party on probation; or the sentencing of the offending party to periodic imprisonment for up to 6 months, provided that the court may allow periods of release for work. Effective immediately.

METH-VIOLATION-NO PRECURSOR

Amends the Methamphetamine Control and Community Protection Act. Provides that whenever any person pleads guilty to, is found guilty of, or is placed on supervision for an offense under the Act, in addition to any other penalty imposed by the court, no such person shall thereafter knowingly purchase, receive, own, or otherwise possess any substance or product containing a methamphetamine precursor, without the methamphetamine precursor first being prescribed for the use of that person in the manner provided for the prescription of Schedule II controlled substances under Article III of the Illinois Controlled Substances Act. Provides that a violation is a Class 4 felony. Effective July 1, 2012.

VEH CD-TRAUMA PROGRAMS-RAIL

Amends the Illinois Vehicle Code. Provides that a Section concerning accident counseling shall apply to Class I and Class II (instead of only Class I) rail carriers. Provides that each Class I and Class II rail carrier must review and update its accident counseling or trauma program filing on an annual basis. Provides that programs may be filed either by mail or electronically via an email address designated by the Illinois Commerce Commission. Effective immediately.

STATE FAIRGROUND-BUILDING NAME

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Provides that the Department of Agriculture administration building location at 801 E. Sangamon Avenue, Springfield, Illinois at the State Fairgrounds shall be known as the John R. Block Building. Effective immediately.

SURFACE COAL MINING-PERMITS

Amends the Surface Coal Mining Land Conservation and Reclamation Act. Provides that the Department of Natural Resources shall issue its written decision modifying, granting, or denying (now, granting or denying) a permit in whole or in part and state the reasons for the Department's decision. Provides that no party to a formal adjudicatory hearing may seek judicial review of the Department's final decision on the permit application until after the issuance of the hearing officer's written decision modifying, granting, or denying (now, granting or denying) the permit.
