TITLE INS-SETTLEMENT FUNDS

Amends the Title Insurance Act to add an exception to the prohibition against a title insurance company, title insurance agent, or independent escrowee making disbursements in connection with any escrows, settlements, or closings out of a fiduciary trust account or accounts if the funds are good funds and the title insurance company, title insurance agent, or independent escrowee and the financial institution, as defined by the Act, are known to each other and agree to the use of these funds.

LOCAL GOV MEMORIAL MAINTENANCE

Amends the Counties Code. Provides that it shall be lawful for the county board to appropriate funds to maintain a memorial within the county. Amends the Township Code. Provides that the township shall provide for the maintenance of a monument or memorial erected pursuant to a vote by voters of the township. Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality shall levy and collect taxes, as necessary, for the maintenance of memorials erected in that municipality pursuant to a majority vote. Amends the Park District Act. Provides that any memorial built on leased land within a park district must be maintained by the organization that leased the land. Effective immediately.

IRRIGATION CONTRACTORS-PLUMBER

Amends the Regulatory Sunset Act. Extends the repeal of a provision of the Illinois Plumbing License Law from January 1, 2014 to January 1, 2024. Amends the Illinois Plumbing License Law. Makes changes to the requirements for how many licensed plumbers irrigation contractors shall employ to install or be responsible for the installation of every lawn sprinkler system installed. Effective immediately.

CHESTER- SEXUALLY VIOLENT

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services may elect to place persons who have been ordered by the court to be detained under the Sexually Violent Persons Commitment Act in a distinct portion of the Chester Mental Health Center. Provides that the persons so placed shall be separated and shall not comingle with the recipients of the Chester Mental Health Center. Provides that the portion of Chester Mental Health Center that is used for the persons detained under the Sexually Violent Persons Commitment Act shall not be a part of the mental health facility for the enforcement and implementation of the Mental Health and Developmental Disabilities Code nor shall their care and treatment be subject to the provisions of the Mental Health and Developmental Disabilities Code. Amends the Sexually Violent Persons Commitment Act. Provides that the Department may elect to place persons who have been ordered by the court to be detained in a State-operated mental health facility or a portion of that facility. Provides that persons placed in a state-operated mental health facility under the Act shall be separated and shall not comingle with the recipients of the mental health facility. Provides that the portion of a State-operated mental health facility that is used for the persons detained under the Act shall not be a part of the mental health facility for the enforcement and implementation of the Mental Health and Developmental Disabilities Code nor shall their care and treatment be subject to the provisions of the Mental Health and Developmental Disabilities Code. Provides that the provisions added by the amendatory Act are inoperative on and after June 30, 2015. Effective immediately.

INC TX-APPORTIONMENT

Amends the Illinois Income Tax Act. In a Section concerning apportionment of business income, provides that, if the apportionment provisions do not fairly represent the market for the person's goods, services, or other sources of business income (instead of "the extent of a person's business activity in this State"), a person may petition for, or the Director may permit or require, the following: (1) separate accounting; (2) the exclusion of any one or more factors; (3) the inclusion of one or more additional factors; or (4) the employment of any other method to effectuate an equitable allocation and apportionment of the person's business income. Makes changes concerning gains or losses included in the net income of a nonresident partners and shareholders. Makes changes concerning unitary business groups. Makes other changes.

PROCUREMENT-FUEL PREFERENCE

Amends the Illinois Procurement Code. Provides that, in awarding State contracts requiring the procurement of motor fuel, preference may be given to an otherwise qualified bidder or offeror who will fulfill the contract through the use of fuel produced at an Illinois renewable fuel plant, provided that the cost included in the bid of motor fuel produced at an Illinois renewable fuel plant is not more than 1% greater than the average cost of motor fuel not produced at an Illinois renewable fuel plant. Effective January 1, 2013.
