Creates the Statewide Guardian Ad Litem Training Act. Provides that, after July 1, 2027, a guardian ad litem may not continue to serve as a guardian ad litem or receive an appointment to serve in a family law case or juvenile case unless the guardian ad litem completes training as required under this Act. Provides that, beginning July 1, 2027, a guardian ad litem must complete training on medical literacy. Requires the training to include, at a minimum, the following: (1) information regarding chronic medical conditions; (2) a module covering distinguishing medical advocacy from parental conflict; (3) information regarding consulting treating medical professions; (4) a module covering treatment adherence and risk; and (4) a module covering the ethical limits of a guardian ad litem's medical opinion. Provides that the Act is subject to the supervisory authority of the Illinois Supreme Court.

Creates the Judicial Sexual Assault Training Act. Requires the Administrative Office of the Illinois Courts to develop and implement a sexual assault continuing education program for judges and relevant court personnel. Provides issues to be included in the program. Requires the program to be included in the New Judge Seminar curriculum and be a mandatory program at the biennial Judicial Education Conference. Requires the Administrative Office of the Illinois Courts to make a record of a judge's completion of the program after the New Judge Seminar and the Judicial Education Conference and make that record available to the public upon request.
Declares May 2026 as ALS Awareness Month in the State of Illinois. Urges all Illinoisans to engage in supporting amyotrophic lateral sclerosis (ALS) research, advocating for increased funding, and standing in solidarity with those affected by this relentless disease.
Creates the Agricultural Land Conservation Act. Makes findings. Defines terms. Provides that, beginning January 1, 2026, a Farmland Conversion Fee shall be paid by the buyer or lessee in a transaction for any agricultural land that will be removed from production for the specific purpose to develop solar farms, wind farms, industrial parks, commercial areas, single and multiple family dwellings, or any other use that removes agricultural land from production, with certain requirements, of between $700 and $900 per acre, according to the amount of acres. Provides for certain exemptions. Provides for remittance to and collection by the Department of Revenue, with rulemaking required. Creates the Farmland Conversion Fee Fund as a special fund in the State treasury, with certain requirements. Provides that certain amounts must be expended from the Fund for certain purposes. Provides that all State real property being used in the commercial production of agricultural commodities shall use an established metric for the purpose of advancing adoption of conservation practices, with certain requirements. Effective immediately.
Amends the Department of Natural Resources Act. Creates the Illinois State Museum Collection Trust Fund as a nonappropriated trust fund in the State treasury. Provides that the Illinois State Museum Collection Trust Fund shall receive all moneys from the deaccession of objects of scientific, historic, and artistic value in the possession of the State Museum and may receive moneys from other sources. Provides that the moneys in the Fund shall be used by the Department of Natural Resources for the State Museum to purchase and maintain objects for the State Museum. Amends the Illinois Procurement Code. Exempts from specified requirements of the Code expenditures from the Illinois State Museum Collection Trust Fund that are authorized by the Department. Makes other changes.
Amends the Counties Code. In provisions concerning energy storage systems, provides that the farmland drainage plan that a facility owner must file with a county shall include, among other things, plans to repair any subsurface drainage affected during construction or deconstruction using procedures outlined in the agricultural impact mitigation agreement (rather than outlined in the decommissioning plan) and procedures for the repair and restoration of surface drainage affected during construction or deconstruction. Provides that a county shall (rather than may) require a facility owner to provide a decommissioning plan to the county. Makes changes to the requirements of a decommissioning plan. Provides that a county shall (rather than may) require the facility owner to submit to the county (i) a commercial operation a commissioning report meeting specified requirements of specified publications of the National Fire Protection Association; (ii) a hazard mitigation analysis meeting specified requirements of specified publications of the National Fire Protection Association; (iii) an emergency operations plan meeting specified requirements of specified publications of the National Fire Protection Association; and (iv) a warning that complies with specified publications of the National Fire Protection Association. Provides that the energy storage system owner shall enter into one agricultural impact mitigation agreement for each energy storage system. Requires the agricultural impact mitigation agreement for an energy storage system to include specified plans. Requires a commercial renewable energy facility owner to make available a copy of the signed agricultural impact mitigation agreement at the site of the commercial renewable energy facility during any construction or deconstruction activities. Makes other changes.
Creates the Compassionate Use and Research of Entheogens Act. Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation for the purpose of advising and making recommendations to the Department regarding the provision of psilocybin and psilocybin services. Provides that the Department shall begin receiving applications for the licensing of persons to manufacture or test psilocybin products, operate service centers, or facilitate psilocybin services. Contains licensure requirements and prohibitions. Provides that a licensee or licensee representative may manufacture, deliver, or possess a psilocybin product. Provides that a licensee or licensee representative may not sell or deliver a psilocybin product to a person under 21 years of age. Provides that a person may not sell, give, or otherwise make available a psilocybin product to a person who is visibly intoxicated. Creates the Psilocybin Control and Regulation Fund and the Illinois Psilocybin Fund and makes conforming changes in the State Finance Act. Requires the Department of Agriculture, the Department of Financial and Professional Regulation, and the Department of Revenue to perform specified duties. Contains provisions concerning rulemaking, taxes, fees, zoning, labeling, and penalties. Provides that beginning January 1, 2026, a tax is imposed upon purchasers for the privilege of using psilocybin at a rate of 15% of the purchase price. Preempts home rule powers. Contains other provisions. Amends the Illinois Vehicle Code. Provides that a person shall not drive or be in actual physical control of any vehicle within the State while there is any amount of a drug, substance, or compound in the person's breath, blood, other bodily substance, or urine resulting from the unlawful use or consumption of psilocybin as defined in the Compassionate Use and Research of Entheogens Act. Amends the Illinois Controlled Substances Act. Removes psilocybin and psilocin from the list of Schedule I controlled substances. Amends the Illinois Independent Tax Tribunal Act of 2012. Provides that the Tax Tribunal shall have original jurisdiction over all determinations of the Department of Revenue reflected on specified notices issued under the Compassionate Use and Research of Entheogens Act. Amends the Freedom of Information Act to exempt specific records from disclosure. Effective immediately.
Creates the Commission on Eliminating Food Deserts Act. Establishes the Commission on Eliminating Food Deserts in the Office of the Lieutenant Governor for the purpose of reviewing the effectiveness of current State-led efforts to eliminate food deserts in Illinois and advising the General Assembly on policy, funding, initiatives, and best practices for the elimination of food deserts in Illinois. Describes the membership of the Commission. Provides that the Commission shall convene at the call of the chairperson and meet as frequently as necessary to carry out its duties. Provides that the Office of the Lieutenant Governor shall provide administrative and other support to the Commission. Provides that commissioners shall serve without compensation but shall be reimbursed for their reasonable and necessary expenses from funds appropriated for that purpose. Provides that the Commission shall submit a report to the Governor and the General Assembly on or before January 1, 2027, with annual addenda thereafter. Provides that the Act is repealed and the Commission is dissolved if 90% of food deserts in this State have been eliminated, with certain requirements. Defines terms.
Creates the Clean Transportation Standard Act. Establishes a clean transportation standard to reduce life cycle carbon intensity of fuels for the ground transportation sector by specified amounts. Provides for related rulemaking and calculations. Provides that the clean transportation standard shall take the form of a credit marketplace monitored by the Environmental Protection Agency. Provides for verification and data privacy requirements for the Agency. Provides for penalties for failing to offset deficits in certain situations, and for penalties for submitting false information. Exempts airline, rail, ocean-going, and military fuel. Provides that the Agency must develop a periodic fuel supply forecast. Establishes findings. Defines terms. Contains other provisions. Effective January 1, 2027.
Amends the Illinois Municipal Code. Provides that municipalities authorized to levy impact fees must calculate fees using the statewide formula structure issued by the Department of Commerce and Economic Opportunity. Provides that municipalities may adopt fees lower than the formula-derived levels. Provides that the Department shall issue, update annually, and make publicly available specified mandatory information to be used in the calculation of standardized impact mitigation fees. Provides that the Department shall issue a model impact fee ordinance that municipalities authorized to levy impact fees must adopt verbatim or with only technical deviations. Provides that each municipality authorized to levy impact fees must, before imposing any fee, publish a schedule identifying: (1) the formula-generated maximum fee per unit type; (2) the State-issued multipliers and assumptions used; (3) any allowable municipal adjustment factors applied; and (4) any municipal reductions adopted. Provides that municipalities authorized to levy impact fees must annually report to the Department, including: (1) fees collected; (2) fund expenditures; (3) fund balances; (4) number and type of housing units approved; and (5) any use of adjustment factors. Requires the Department to adopt rules to implement the provisions. Provides that, beginning 30 months after the effective date of the amendatory Act, any impact fee imposed on residential development must be calculated in accordance with the provisions. Limits home rule powers. Effective immediately.
