Creates the Conveyance and Encumbrance of Manufactured Homes as Real Property and Severance Act. Provides that manufactured homes are deemed to be real property. Sets forth certain conditions that must be met to convey or voluntarily encumber a manufactured home as real property. Contains provisions concerning affidavits of affixation and affidavits of severance. Contains provisions concerning security interests and liens. Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the tax imposed on new mobile homes or new manufactured homes located outside of mobile home parks shall be calculated against 40% of the selling price of the home and against 100% of the selling price of any other building materials. Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Makes changes concerning the taxation of mobile homes and manufactured homes located outside of mobile home parks. Amends various Acts to define and include "manufactured homes" and to make changes to provisions concerning registration of manufactured homes and security interests in or liens on manufactured homes. Amends the Metropolitan Transit Authority Act. Makes a technical change in a Section concerning the short title.
Amends the Prevailing Wage Act. Deletes language providing that a contractor or subcontractor convicted or found guilty under specified provisions of the Act is subject to an automatic and immediate debarment and prohibited from participating in any public works project for 4 years with no right to a hearing. Effective immediately.
Amends the Counties Code. Makes a technical change to a Section concerning the Sheriff's Merit System Law.
Amends the Township Code. Makes a technical change in a Section concerning the use of terms.
Amends the Illinois Municipal Code. Provides that a municipality shall require that all vehicles purchased or leased on or after the effective date of the amendatory Act for use by the municipality have a Vehicle Identification Number that begins with the number one, the number 4, or the number 5. Limits home rule powers. Amends the School Code. Provides that a school board shall require that all vehicles purchased or leased on or after the effective date of the amendatory Act that are used for the practice driving part of a driver education course offered by the school district have a Vehicle Identification Number that begins with the number one, the number 4, or the number 5. Provides for the waiver of the Vehicle Identification Number requirements imposed under this Section. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Property Tax Code. Provides that the general homestead exemption shall be $6,000 in all counties beginning with the 2012 assessment year. Effective immediately.
Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
Amends the Nursing Home Care Act. Provides that a facility may request that a guardian designate in writing a representative to act on the guardian's behalf if, in an emergency, the facility cannot locate the guardian by telephone. Provides that the guardian may specify in writing the circumstances under which the guardian's representative may act. Effective immediately.
Amends the Emergency Telephone System Act. In a provision prohibiting the installation of a connection to a telephone company's network of any automatic alarm, automatic alerting device, or mechanical dialer that causes the number 9-1-1 to be dialed in order to directly access emergency services, provides an exemption for certain devices used to enable access to the 9-1-1 system for cognitively-impaired, disabled, or special needs persons in an emergency situation reported by a caregiver after initiating a missing person's report. Effective immediately.
