Appropriates $892,900,000 from the General Revenue Fund to the Department on Aging for the Community Care Program. Effective July 1, 2012.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall by rule establish the drugs, excluding clotting factor, required to be dispensed in the Department's pharmacy specialty drugs program (rather than the Department shall by rule establish the drugs required to be dispensed in the Department's pharmacy specialty drugs program).
Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.
Amends the Executive Reorganization Implementation Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, taxpayers who have been granted a Senior Citizens Homestead Exemption must reapply every 2 years (instead of annually). Provides that the county board of a county with less than 3,000,000 may not require the person to reapply more frequently than every 2 years. Effective immediately.
Amends the County Economic Development Project Area Property Tax Allocation Act. Makes a technical change in a Section concerning the short title.
Amends the County Automobile Renting Occupation Tax Act in the Counties Code. Makes a technical change.
Amends the Co-operative Act. Provides that health benefit purchasing cooperatives may be organized by one or more persons in geographic areas designated by the Director of the Department of Insurance. Provides guidance for the design of a health benefit purchasing cooperative. Provides guidance for establishing member criteria and requires a cooperative to file the criteria and other reports with the Director of the Department of Insurance. Provides that each health benefit purchasing cooperative shall be organized on a membership basis with no capital stock. Provides that the contract between the health benefit purchasing cooperative and an insurer shall be for a term of 3 years. Effective immediately.
Amends the White Cane Law. Makes a technical change in a Section concerning the rights of the blind and others.
