Amends the Township Code. Provides that compensation of township officers shall be for time served, and no officer may receive compensation for any future or anticipated days of duty. Effective immediately.

Amends the State Treasurer Act. Makes a technical change in a Section concerning bond.
Amends the Public Officer Prohibited Activities Act. Exempts from certain provisions concerning prohibited interests in contracts directors serving on a public hospital board under Article 11 of the Illinois Municipal Code.
Amends the Emergency Telephone System Act. Provides that an Emergency Telephone System Board shall be authorized to purchase real property if the purchase is made before February 1, 2011. Effective immediately.
Amends the Illinois Vehicle Code. Provides that beginning with the 2012 registration year, county-owned vehicles operated by or for any county sheriff and designated deputy sheriffs shall be exempt from fees related to the transfer of registration plates from one vehicle to another. Provides that each county sheriff shall submit to the Secretary of State a list of all vehicles issued permanent vehicle registration plates containing (1) the Vehicle Identification Number of the Vehicle; and (2) the corresponding license plate number. Provides that each county sheriff shall submit to the Secretary an annual report advising the Secretary of (1) any vehicles previously reported to the Secretary which have been wrecked and no longer in use; (2) any additional vehicles acquired for use by the county sheriff and designated deputy sheriffs; (3) any additional registration plates issued; and (4) any transfer of registration plates from a wrecked vehicle to its replacement. Provides that the Secretary shall adopt rules to implement the provisions of this amendatory Act. Effective immediately.
Amends the Criminal Code of 1961. Provides that a person commits identity theft when he or she knowingly uses, possesses, or transfers a radio frequency identification device capable of obtaining or processing personal identifying information from a radio frequency identification (RFID) tag or transponder with knowledge that the device will be used by the person or another to commit a felony violation of State law or any violation of the Identity Theft Law. Provides that, in addition to other elements of the offense, aggravated identity theft consists of the proscribed conduct. Establishes penalties.
Amends the Illinois Explosives Act. Makes a technical change to a Section concerning the short title.
Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that no tax is imposed under the Acts upon the privilege of using in this State (for the Use Tax Act) or persons engaged in the business of selling at retail (for the Retailers' Occupation Tax Act) qualified merchandise that is purchased from 12:01 a.m. on the first Friday in August through midnight of the following Sunday. Defines "qualified merchandise" as school supplies and any article of clothing or footwear or a computer that is sold at or below certain selling prices. Sets forth criteria for transactions to qualify for the exemption. Effective immediately.
