Amends the Governmental Account Audit Act, the Counties Code, the Township Code, and the Illinois Municipal Code. Requires the governing board of each governmental unit, county board, township board, or corporate authorities of a municipality, as applicable, to review specified audit and financial reports and report any suspected criminal activity or fraud to the appropriate State's Attorney's office. Effective immediately.

Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning articles of incorporation.
Amends the Illinois Public Safety Agency Network Act. Provides that the Executive Director of the Illinois Public Safety Agency Network (IPSAN) shall have the authority to tender required reports. Provides that the IPSAN board shall consist of 9 members (now, 14). Sets forth requirements concerning expertise of the board members, voting, and terms. Removes provisions concerning the development of policies and certain reports. Provides that the board may execute notes and mortgage or trust deeds to secure the payment of the notes and may purchase or lease real estate or personal property. Removes provisions concerning the transfer of funds from the Criminal Justice Information Systems Trust Fund, the acceptance of certain services from board members, and reporting of certain information to the Governor and General Assembly. Effective immediately.
Amends the Retailers' Occupation Tax Act. Provides that certain sales of building materials used for telecommunications towers are exempt from taxation under the Act. Provides that the exemption is not subject to the Act's automatic sunset provision. Effective immediately.
Amends the State Prompt Payment Act. Provides that interest payments under the Act must be made by electronic funds transfer. Provides that the State official or agency may not share the vendor's account information with any other State agency. Effective July 1, 2011.

Amends the Criminal Code of 1961. Exempts from an eavesdropping violation, with prior notification to and verbal approval of the State's Attorney or his or her designee of the county in which the conversation is anticipated to occur, recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of a law enforcement officer, is a party to the conversation and has consented to the conversation being intercepted or recorded in the course of an investigation of a felony violation of the Illinois Controlled Substances Act, a felony violation of the Cannabis Control Act, or a felony violation of the Methamphetamine Control and Community Protection Act. Provides that whenever any wire, electronic, or oral communication has been intercepted as a result of this exception that is not related to a felony violation of the Illinois Controlled Substances Act, felony violation of the Cannabis Control Act, or felony violation of the Methamphetamine Control and Community Protection Act or conspiracy related to those violations, no part of the contents of the communication and evidence derived from the communication may be received in evidence in any trial, hearing, or other proceeding in or before any court, grand jury, department, officer, agency, regulatory body, legislative committee, or other authority of this State, or a political subdivision of the State if the disclosure of that information would be in violation of this provision unless the violation involves a forcible felony.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
